8月(yue)23日(ri)晚間,國務(wu)(wu)院辦公(gong)廳(ting)發布(bu)了《國務(wu)(wu)院辦公(gong)廳(ting)關于進一步激發文化(hua)和旅游消費潛(qian)力的意見》與以往(wang)國(guo)家發布各類政策戰(zhan)略(lve)不同的是(shi),此(ci)次意見(jian)(jian)提出(chu)的目標非(fei)常明確,抓手(shou)十分有利,可以說十項意見(jian)(jian)每一項都已不是(shi)“切膚之痛”,甚至有一些是(shi)在“刮骨療毒”。《意見(jian)(jian)》原文如(ru)下:

為貫徹落實《中共中央 國(guo)務院關于完善促進(jin)消(xiao)(xiao)(xiao)費(fei)(fei)(fei)體制機制進(jin)一步激發(fa)居(ju)民(min)消(xiao)(xiao)(xiao)費(fei)(fei)(fei)潛力的若干意(yi)(yi)(yi)見》,提升文化(hua)和旅(lv)游消(xiao)(xiao)(xiao)費(fei)(fei)(fei)質(zhi)量(liang)水平,增強居(ju)民(min)消(xiao)(xiao)(xiao)費(fei)(fei)(fei)意(yi)(yi)(yi)愿(yuan),以(yi)高質(zhi)量(liang)文化(hua)和旅(lv)游供(gong)給增強人民(min)群眾的獲得(de)感(gan)、幸福(fu)感(gan),經(jing)國(guo)務院同意(yi)(yi)(yi),現提出以(yi)下意(yi)(yi)(yi)見:
一、總體目標
以習近平(ping)新時代中國特色社(she)會主義思想為指(zhi)導,順應文化(hua)和(he)(he)(he)旅游(you)消費提質轉型升(sheng)級新趨(qu)勢(shi),深化(hua)文化(hua)和(he)(he)(he)旅游(you)領域供給側(ce)結構(gou)性(xing)改革,從供需兩端發力(li),不斷激發文化(hua)和(he)(he)(he)旅游(you)消費潛力(li)。努(nu)力(li)使我國文化(hua)和(he)(he)(he)旅游(you)消費設施(shi)更(geng)加(jia)(jia)完善(shan),消費結構(gou)更(geng)加(jia)(jia)合(he)理,消費環境更(geng)加(jia)(jia)優化(hua),文化(hua)和(he)(he)(he)旅游(you)產品、服務供給更(geng)加(jia)(jia)豐富。推(tui)動(dong)全國居(ju)民文化(hua)和(he)(he)(he)旅游(you)消費規(gui)模保持(chi)快速(su)增(zeng)長態勢(shi),對經濟增(zeng)長的帶動(dong)作用持(chi)續增(zeng)強。
二、主要任務
(一(yi))推出消費(fei)(fei)(fei)惠民(min)措施(shi)。繼續推動國(guo)有景(jing)區(qu)門票降(jiang)價。各地可結(jie)合實際(ji)情況,制定實施(shi)景(jing)區(qu)門票減(jian)免(mian)、景(jing)區(qu)淡季(ji)(ji)免(mian)費(fei)(fei)(fei)開放、演(yan)出門票打(da)折等政(zheng)策,舉辦(ban)(ban)文(wen)化和(he)(he)旅(lv)游消費(fei)(fei)(fei)季(ji)(ji)、消費(fei)(fei)(fei)月,舉辦(ban)(ban)數(shu)字文(wen)旅(lv)消費(fei)(fei)(fei)體驗等活(huo)動。在依法合規的前提(ti)下鼓勵發行文(wen)化和(he)(he)旅(lv)游消費(fei)(fei)(fei)聯名銀(yin)行卡并給予特惠商戶折扣、消費(fei)(fei)(fei)分(fen)期等用戶權(quan)益。拓展(zhan)文(wen)化和(he)(he)旅(lv)游消費(fei)(fei)(fei)信(xin)(xin)貸(dai)業務(wu),以(yi)(yi)規范發展(zhan)為前提(ti)創新(xin)消費(fei)(fei)(fei)信(xin)(xin)貸(dai)抵質押模式,開發不同首(shou)付(fu)比例、期限和(he)(he)還款方(fang)式的信(xin)(xin)貸(dai)產(chan)品(pin)。(文(wen)化和(he)(he)旅(lv)游部、發展(zhan)改革委、財政(zheng)部、人民(min)銀(yin)行、銀(yin)保監(jian)會和(he)(he)地方(fang)各級(ji)人民(min)政(zheng)府負責。以(yi)(yi)下均需地方(fang)各級(ji)人民(min)政(zheng)府負責,不再列出)
(二)提(ti)高(gao)消(xiao)費(fei)(fei)(fei)便(bian)捷程(cheng)度(du)。推動(dong)(dong)實(shi)施移(yi)(yi)動(dong)(dong)支(zhi)(zhi)(zhi)付(fu)便(bian)民示范工程(cheng),提(ti)高(gao)文(wen)(wen)(wen)(wen)化(hua)和旅游消(xiao)費(fei)(fei)(fei)場(chang)(chang)所(suo)(suo)(suo)(suo)銀行(xing)(xing)卡(ka)使用(yong)便(bian)捷度(du),推廣移(yi)(yi)動(dong)(dong)互聯(lian)網(wang)(wang)新(xin)興支(zhi)(zhi)(zhi)付(fu)方式。鼓勵把文(wen)(wen)(wen)(wen)化(hua)消(xiao)費(fei)(fei)(fei)嵌入各(ge)類消(xiao)費(fei)(fei)(fei)場(chang)(chang)所(suo)(suo)(suo)(suo),依托社(she)區(qu)(qu)生活綜合服務(wu)(wu)中心、城(cheng)鄉便(bian)民消(xiao)費(fei)(fei)(fei)服務(wu)(wu)中心等(deng)打造(zao)(zao)群眾(zhong)身邊的文(wen)(wen)(wen)(wen)化(hua)消(xiao)費(fei)(fei)(fei)網(wang)(wang)點(dian)。鼓勵依法依規對傳統(tong)演出場(chang)(chang)所(suo)(suo)(suo)(suo)和博物館進行(xing)(xing)設(she)施改造(zao)(zao)提(ti)升(sheng)(sheng),合理配套(tao)餐(can)飲區(qu)(qu)、觀(guan)眾(zhong)休息(xi)區(qu)(qu)、文(wen)(wen)(wen)(wen)創產品展示售(shou)賣區(qu)(qu)、書店等(deng),營(ying)造(zao)(zao)更優質的消(xiao)費(fei)(fei)(fei)環境。引導演出、文(wen)(wen)(wen)(wen)化(hua)娛樂、景(jing)(jing)區(qu)(qu)景(jing)(jing)點(dian)等(deng)場(chang)(chang)所(suo)(suo)(suo)(suo)廣泛(fan)應用(yong)互聯(lian)網(wang)(wang)售(shou)票、二維碼驗票。提(ti)升(sheng)(sheng)文(wen)(wen)(wen)(wen)化(hua)和旅游消(xiao)費(fei)(fei)(fei)場(chang)(chang)所(suo)(suo)(suo)(suo)寬帶移(yi)(yi)動(dong)(dong)通(tong)信(xin)(xin)網(wang)(wang)絡(luo)覆(fu)蓋水平,在具備條件且用(yong)戶需求較(jiao)強(qiang)的地方,優先部(bu)署(shu)第五(wu)代(dai)移(yi)(yi)動(dong)(dong)通(tong)信(xin)(xin)(5G)網(wang)(wang)絡(luo)。優化(hua)旅游交通(tong)服務(wu)(wu),科學規劃線路、站點(dian)設(she)置,提(ti)供智能化(hua)出行(xing)(xing)信(xin)(xin)息(xi)服務(wu)(wu)。到2022年,實(shi)現(xian)(xian)全國文(wen)(wen)(wen)(wen)化(hua)和旅游消(xiao)費(fei)(fei)(fei)場(chang)(chang)所(suo)(suo)(suo)(suo)除現(xian)(xian)金支(zhi)(zhi)(zhi)付(fu)外,都能支(zhi)(zhi)(zhi)持銀行(xing)(xing)卡(ka)或移(yi)(yi)動(dong)(dong)支(zhi)(zhi)(zhi)付(fu),互聯(lian)網(wang)(wang)售(shou)票和4G/5G網(wang)(wang)絡(luo)覆(fu)蓋率超過90%,文(wen)(wen)(wen)(wen)化(hua)和旅游消(xiao)費(fei)(fei)(fei)便(bian)捷程(cheng)度(du)明顯提(ti)高(gao)。(文(wen)(wen)(wen)(wen)化(hua)和旅游部(bu)、工業和信(xin)(xin)息(xi)化(hua)部(bu)、交通(tong)運輸部(bu)、商務(wu)(wu)部(bu)、人民銀行(xing)(xing)、文(wen)(wen)(wen)(wen)物局負責(ze))
(三)提升(sheng)入(ru)境(jing)(jing)(jing)旅(lv)(lv)游(you)環境(jing)(jing)(jing)。整合已有資源,提升(sheng)入(ru)境(jing)(jing)(jing)旅(lv)(lv)游(you)統一(yi)宣介(jie)平(ping)臺(含(han)APP、小程序等移動端)水(shui)平(ping)。鼓勵(li)各(ge)地(di)開(kai)發一(yi)批適(shi)應(ying)外國(guo)游(you)客需求的(de)(de)旅(lv)(lv)游(you)線路、目的(de)(de)地(di)、旅(lv)(lv)游(you)演(yan)藝及特(te)色商品(pin)并在(zai)宣介(jie)平(ping)臺上(shang)推薦。提升(sheng)景區景點、餐飲住宿、購物娛(yu)樂、機(ji)場(chang)車站等場(chang)所多語種(zhong)服務(wu)水(shui)平(ping)。鼓勵(li)銀(yin)(yin)行業金融機(ji)構(gou)依(yi)法依(yi)規(gui)(gui)在(zai)文(wen)化(hua)和旅(lv)(lv)游(you)消(xiao)費(fei)集中(zhong)區域設立(li)分(fen)支(zhi)機(ji)構(gou)。完善入(ru)境(jing)(jing)(jing)游(you)客移動支(zhi)付(fu)解決方案(an),提高游(you)客消(xiao)費(fei)便利性。研究出臺以北京(jing)(jing)2022年冬奧(ao)會(hui)、冬殘奧(ao)會(hui)為契機(ji)促進入(ru)境(jing)(jing)(jing)旅(lv)(lv)游(you)的(de)(de)政策措施。確保入(ru)境(jing)(jing)(jing)旅(lv)(lv)游(you)環境(jing)(jing)(jing)得到(dao)明顯改善,入(ru)境(jing)(jing)(jing)消(xiao)費(fei)規(gui)(gui)模保持持續擴大態勢。(文(wen)化(hua)和旅(lv)(lv)游(you)部、人(ren)民(min)銀(yin)(yin)行、銀(yin)(yin)保監(jian)會(hui)、北京(jing)(jing)冬奧(ao)組委負責)
(四)推(tui)進消(xiao)費試(shi)點(dian)示(shi)(shi)(shi)范(fan)。總結推(tui)廣引(yin)導(dao)城(cheng)(cheng)鄉居民擴大文化消(xiao)費試(shi)點(dian)工(gong)作的經驗模式,新確定(ding)一批(pi)國(guo)家(jia)文化和(he)旅(lv)游消(xiao)費試(shi)點(dian)城(cheng)(cheng)市(shi)(shi)(shi)(以下(xia)簡(jian)稱(cheng)(cheng)試(shi)點(dian)城(cheng)(cheng)市(shi)(shi)(shi))。在試(shi)點(dian)城(cheng)(cheng)市(shi)(shi)(shi)基礎上,擇優(you)確定(ding)國(guo)家(jia)文化和(he)旅(lv)游消(xiao)費示(shi)(shi)(shi)范(fan)城(cheng)(cheng)市(shi)(shi)(shi)(以下(xia)簡(jian)稱(cheng)(cheng)示(shi)(shi)(shi)范(fan)城(cheng)(cheng)市(shi)(shi)(shi))并動態考核(he)。推(tui)動試(shi)點(dian)城(cheng)(cheng)市(shi)(shi)(shi)、示(shi)(shi)(shi)范(fan)城(cheng)(cheng)市(shi)(shi)(shi)建設(she)(she)國(guo)際消(xiao)費中心城(cheng)(cheng)市(shi)(shi)(shi)。鼓勵(li)建設(she)(she)集合文創商(shang)店(dian)、特色(se)書店(dian)、小劇場、文化娛樂場所等(deng)多(duo)種業(ye)態的消(xiao)費集聚地。到(dao)2022年,建設(she)(she)30個(ge)示(shi)(shi)(shi)范(fan)城(cheng)(cheng)市(shi)(shi)(shi)、100個(ge)試(shi)點(dian)城(cheng)(cheng)市(shi)(shi)(shi),示(shi)(shi)(shi)范(fan)城(cheng)(cheng)市(shi)(shi)(shi)居民人均文化娛樂支出占消(xiao)費支出比例超過6%,旅(lv)游收入(ru)增速(su)保持兩位(wei)數以上增長,進一步(bu)發(fa)揮(hui)示(shi)(shi)(shi)范(fan)引(yin)領作用。(文化和(he)旅(lv)游部(bu)、發(fa)展改革委(wei)、財政部(bu)負責(ze))
(五(wu))著力(li)豐富(fu)產(chan)(chan)品(pin)(pin)(pin)供(gong)給(gei)。鼓(gu)勵打(da)(da)造(zao)中(zhong)小型、主題性、特色類的(de)(de)文(wen)(wen)(wen)化(hua)(hua)(hua)旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)演藝產(chan)(chan)品(pin)(pin)(pin)。促進(jin)(jin)演藝、娛樂、動漫、創(chuang)意設(she)計(ji)、網絡文(wen)(wen)(wen)化(hua)(hua)(hua)、工藝美(mei)(mei)術(shu)等(deng)行業(ye)(ye)創(chuang)新(xin)(xin)發(fa)(fa)展(zhan)(zhan)(zhan),引導文(wen)(wen)(wen)化(hua)(hua)(hua)和(he)(he)旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)場所增加參與式、體驗式消費項目(mu),鼓(gu)勵發(fa)(fa)展(zhan)(zhan)(zhan)與自駕游(you)(you)、休閑度(du)假相適應(ying)的(de)(de)租賃(lin)式公寓、汽車租賃(lin)等(deng)服務。積極拓展(zhan)(zhan)(zhan)文(wen)(wen)(wen)化(hua)(hua)(hua)消費廣度(du)和(he)(he)深度(du),注重(zhong)利用新(xin)(xin)技術(shu)發(fa)(fa)掘中(zhong)華文(wen)(wen)(wen)化(hua)(hua)(hua)寶(bao)貴資源,為廣大(da)人民群眾提供(gong)更(geng)加豐富(fu)多(duo)樣(yang)的(de)(de)廣播電視消費產(chan)(chan)品(pin)(pin)(pin)。規(gui)范旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)民宿市(shi)場,推動星級(ji)旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)民宿品(pin)(pin)(pin)牌化(hua)(hua)(hua)發(fa)(fa)展(zhan)(zhan)(zhan)。提升(sheng)國家級(ji)文(wen)(wen)(wen)化(hua)(hua)(hua)產(chan)(chan)業(ye)(ye)示(shi)(shi)范園(yuan)區和(he)(he)國家文(wen)(wen)(wen)化(hua)(hua)(hua)產(chan)(chan)業(ye)(ye)示(shi)(shi)范基地的(de)(de)供(gong)給(gei)能力(li)。鼓(gu)勵文(wen)(wen)(wen)創(chuang)產(chan)(chan)品(pin)(pin)(pin)開(kai)發(fa)(fa)與經營,拓寬文(wen)(wen)(wen)創(chuang)產(chan)(chan)品(pin)(pin)(pin)展(zhan)(zhan)(zhan)示(shi)(shi)和(he)(he)銷售(shou)渠(qu)道。積極發(fa)(fa)展(zhan)(zhan)(zhan)休閑農(nong)業(ye)(ye),大(da)力(li)發(fa)(fa)展(zhan)(zhan)(zhan)鄉村(cun)(cun)(cun)旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you),實施休閑農(nong)業(ye)(ye)和(he)(he)鄉村(cun)(cun)(cun)旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)精品(pin)(pin)(pin)工程,培(pei)育一批美(mei)(mei)麗休閑鄉村(cun)(cun)(cun),推出一批休閑農(nong)業(ye)(ye)示(shi)(shi)范縣和(he)(he)鄉村(cun)(cun)(cun)旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)重(zhong)點村(cun)(cun)(cun)。推進(jin)(jin)國家全域旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)示(shi)(shi)范區建設(she),著力(li)開(kai)發(fa)(fa)商務會展(zhan)(zhan)(zhan)旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)、海洋海島旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)、自駕車旅(lv)(lv)(lv)(lv)(lv)(lv)居車旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)、體育旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)、森林旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)、康養旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)等(deng)產(chan)(chan)品(pin)(pin)(pin)。支持紅色旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)創(chuang)新(xin)(xin)、融合發(fa)(fa)展(zhan)(zhan)(zhan)。打(da)(da)造(zao)一批具有文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)(lv)(lv)特色的(de)(de)高品(pin)(pin)(pin)位休閑街區和(he)(he)度(du)假產(chan)(chan)品(pin)(pin)(pin)。到2022年,培(pei)育30個以上(shang)旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)演藝精品(pin)(pin)(pin)項目(mu),擴大(da)文(wen)(wen)(wen)化(hua)(hua)(hua)和(he)(he)旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)有效供(gong)給(gei)。(文(wen)(wen)(wen)化(hua)(hua)(hua)和(he)(he)旅(lv)(lv)(lv)(lv)(lv)(lv)游(you)(you)部、發(fa)(fa)展(zhan)(zhan)(zhan)改革委、農(nong)業(ye)(ye)農(nong)村(cun)(cun)(cun)部、廣電總局、林草局負(fu)責)
(六)推(tui)動(dong)旅(lv)游(you)(you)景區(qu)(qu)(qu)(qu)提(ti)質擴容。支持各(ge)地(di)加大對旅(lv)游(you)(you)景區(qu)(qu)(qu)(qu)的(de)公(gong)共服(fu)務設(she)(she)施資金(jin)投(tou)入,保障景區(qu)(qu)(qu)(qu)游(you)(you)覽(lan)安(an)全(quan),推(tui)動(dong)景區(qu)(qu)(qu)(qu)設(she)(she)施設(she)(she)備更新換代、產品(pin)創(chuang)新和(he)項目(mu)升(sheng)級(ji),加大對管理服(fu)務人(ren)員的(de)培訓力(li)度(du)。打造一(yi)批(pi)高品(pin)質旅(lv)游(you)(you)景區(qu)(qu)(qu)(qu)、重點(dian)線路(lu)和(he)特色旅(lv)游(you)(you)目(mu)的(de)地(di),為人(ren)民群眾提(ti)供更多出游(you)(you)選擇。合(he)理調整景區(qu)(qu)(qu)(qu)布局,優化(hua)游(you)(you)覽(lan)線路(lu)和(he)方式,擴展游(you)(you)覽(lan)空間。推(tui)進“互聯網(wang)+旅(lv)游(you)(you)”,強化(hua)智慧(hui)景區(qu)(qu)(qu)(qu)建設(she)(she),實現實時監測、科學引(yin)導、智慧(hui)服(fu)務。推(tui)廣景區(qu)(qu)(qu)(qu)門(men)(men)票預(yu)約(yue)制(zhi)度(du),合(he)理確(que)定并嚴格(ge)執行(xing)最高日接待游(you)(you)客人(ren)數規模。到(dao)2022年(nian),5A級(ji)國(guo)有景區(qu)(qu)(qu)(qu)全(quan)面實行(xing)門(men)(men)票預(yu)約(yue)制(zhi)度(du)。(文(wen)化(hua)和(he)旅(lv)游(you)(you)部、發展改革(ge)委負責)
(七)發(fa)(fa)展假(jia)(jia)日(ri)和夜(ye)間(jian)(jian)經濟(ji)。落(luo)實帶(dai)(dai)薪休(xiu)假(jia)(jia)制度,鼓勵單(dan)位(wei)與職工結合工作安(an)排和個人需要分(fen)段(duan)靈活安(an)排帶(dai)(dai)薪年(nian)休(xiu)假(jia)(jia)、錯峰休(xiu)假(jia)(jia)。把握節(jie)假(jia)(jia)日(ri)及(ji)高(gao)峰期旅(lv)游消(xiao)費(fei)集(ji)中(zhong)的規律特征,優化(hua)(hua)景區(qu)與周邊(bian)高(gao)速公(gong)(gong)路(lu)的銜接,督促各(ge)地(di)在節(jie)假(jia)(jia)日(ri)期間(jian)(jian)加(jia)強(qiang)高(gao)速公(gong)(gong)路(lu)和景區(qu)道(dao)路(lu)交(jiao)(jiao)通(tong)管理、增加(jia)公(gong)(gong)共交(jiao)(jiao)通(tong)運(yun)力、及(ji)時(shi)發(fa)(fa)布景區(qu)擁堵預警(jing)信息。大(da)力發(fa)(fa)展夜(ye)間(jian)(jian)文(wen)(wen)旅(lv)經濟(ji)。鼓勵有條件的旅(lv)游景區(qu)在保證安(an)全、避免擾民的情況下開(kai)展夜(ye)間(jian)(jian)游覽服(fu)務(wu)。豐富夜(ye)間(jian)(jian)文(wen)(wen)化(hua)(hua)演(yan)出市(shi)場,優化(hua)(hua)文(wen)(wen)化(hua)(hua)和旅(lv)游場所(suo)的夜(ye)間(jian)(jian)餐(can)飲(yin)、購物、演(yan)藝等(deng)服(fu)務(wu),鼓勵建(jian)設24小時(shi)書(shu)店。到2022年(nian),建(jian)設200個以上國家級夜(ye)間(jian)(jian)文(wen)(wen)旅(lv)消(xiao)費(fei)集(ji)聚區(qu),夜(ye)間(jian)(jian)文(wen)(wen)旅(lv)消(xiao)費(fei)規模持續擴大(da)。(文(wen)(wen)化(hua)(hua)和旅(lv)游部、發(fa)(fa)展改(gai)革委、公(gong)(gong)安(an)部、交(jiao)(jiao)通(tong)運(yun)輸(shu)部、商務(wu)部負責)

(九)嚴格市(shi)場(chang)(chang)監管(guan)(guan)執法。加大文(wen)化和(he)(he)(he)旅(lv)游(you)市(shi)場(chang)(chang)監管(guan)(guan)力度,嚴厲打擊違法違規經營行(xing)為,加強對(dui)(dui)(dui)文(wen)化和(he)(he)(he)旅(lv)游(you)市(shi)場(chang)(chang)的(de)安全(quan)管(guan)(guan)理,強化對(dui)(dui)(dui)文(wen)化娛樂和(he)(he)(he)旅(lv)游(you)設施(shi)的(de)質(zhi)量安全(quan)監管(guan)(guan)。進(jin)一步完善(shan)市(shi)場(chang)(chang)主體和(he)(he)(he)從業人員(yuan)信用(yong)記錄并逐步納入(ru)全(quan)國信用(yong)信息(xi)共享平臺和(he)(he)(he)國家企業信用(yong)信息(xi)公示系統,對(dui)(dui)(dui)列入(ru)文(wen)化市(shi)場(chang)(chang)黑(hei)名單和(he)(he)(he)旅(lv)游(you)市(shi)場(chang)(chang)黑(hei)名單的(de)市(shi)場(chang)(chang)主體和(he)(he)(he)從業人員(yuan)實(shi)施(shi)聯合(he)懲戒。到2022年,文(wen)化和(he)(he)(he)旅(lv)游(you)市(shi)場(chang)(chang)秩序(xu)得到進(jin)一步規范,產品和(he)(he)(he)服務質(zhi)量進(jin)一步提高,消費者權(quan)益得到更(geng)好(hao)保護。(文(wen)化和(he)(he)(he)旅(lv)游(you)部(bu)、應(ying)急部(bu)、市(shi)場(chang)(chang)監管(guan)(guan)總局負責)
三、保障措施

為貫徹落實(shi)《中共中央 國(guo)務(wu)院(yuan)關于完善促進消(xiao)(xiao)費(fei)體制機制進一步激發居(ju)民消(xiao)(xiao)費(fei)潛力(li)的若(ruo)干意見(jian)》,提升文(wen)化和旅(lv)游(you)消(xiao)(xiao)費(fei)質量水平,增強居(ju)民消(xiao)(xiao)費(fei)意愿,以高質量文(wen)化和旅(lv)游(you)供給增強人民群眾的獲得感、幸福感,經(jing)國(guo)務(wu)院(yuan)同意,現提出以下意見(jian):
一、總體目標
以習(xi)近平(ping)新時(shi)代中國(guo)特色社會主義(yi)思想為指導,順(shun)應文化和旅(lv)游(you)(you)消費(fei)(fei)(fei)提質轉型(xing)升級新趨勢,深化文化和旅(lv)游(you)(you)領域供(gong)給側結(jie)構性改革,從(cong)供(gong)需兩(liang)端發力,不斷激(ji)發文化和旅(lv)游(you)(you)消費(fei)(fei)(fei)潛力。努力使(shi)我國(guo)文化和旅(lv)游(you)(you)消費(fei)(fei)(fei)設(she)施更(geng)加完善,消費(fei)(fei)(fei)結(jie)構更(geng)加合理,消費(fei)(fei)(fei)環境更(geng)加優化,文化和旅(lv)游(you)(you)產品、服(fu)務供(gong)給更(geng)加豐富。推動全國(guo)居民文化和旅(lv)游(you)(you)消費(fei)(fei)(fei)規模保持快速增(zeng)長(chang)態勢,對經濟增(zeng)長(chang)的帶動作用持續增(zeng)強。
二、主要任務
(一)推出(chu)消(xiao)(xiao)費(fei)惠(hui)民(min)措(cuo)施(shi)(shi)。繼續推動國有景(jing)區(qu)門(men)票(piao)降價。各地可結合實(shi)際情況,制定實(shi)施(shi)(shi)景(jing)區(qu)門(men)票(piao)減(jian)免、景(jing)區(qu)淡季(ji)免費(fei)開(kai)放、演(yan)出(chu)門(men)票(piao)打(da)折等(deng)政策,舉辦文(wen)(wen)(wen)化(hua)和(he)(he)旅(lv)(lv)游(you)消(xiao)(xiao)費(fei)季(ji)、消(xiao)(xiao)費(fei)月,舉辦數(shu)字文(wen)(wen)(wen)旅(lv)(lv)消(xiao)(xiao)費(fei)體驗等(deng)活動。在依法合規(gui)(gui)的前提下鼓(gu)勵(li)發(fa)行文(wen)(wen)(wen)化(hua)和(he)(he)旅(lv)(lv)游(you)消(xiao)(xiao)費(fei)聯名銀(yin)(yin)行卡并給(gei)予(yu)特惠(hui)商戶(hu)折扣、消(xiao)(xiao)費(fei)分(fen)期(qi)等(deng)用戶(hu)權益。拓展(zhan)文(wen)(wen)(wen)化(hua)和(he)(he)旅(lv)(lv)游(you)消(xiao)(xiao)費(fei)信(xin)貸(dai)業務,以規(gui)(gui)范發(fa)展(zhan)為前提創新消(xiao)(xiao)費(fei)信(xin)貸(dai)抵(di)質押(ya)模式(shi),開(kai)發(fa)不同首付比(bi)例、期(qi)限(xian)和(he)(he)還(huan)款方式(shi)的信(xin)貸(dai)產品。(文(wen)(wen)(wen)化(hua)和(he)(he)旅(lv)(lv)游(you)部、發(fa)展(zhan)改革委、財(cai)政部、人民(min)銀(yin)(yin)行、銀(yin)(yin)保監會和(he)(he)地方各級(ji)人民(min)政府負責。以下均需(xu)地方各級(ji)人民(min)政府負責,不再列出(chu))
(二(er))提(ti)高(gao)消(xiao)費(fei)(fei)便(bian)捷程(cheng)度。推動(dong)實(shi)施(shi)移(yi)動(dong)支付便(bian)民(min)示(shi)范(fan)工(gong)程(cheng),提(ti)高(gao)文(wen)(wen)化(hua)(hua)(hua)(hua)和(he)(he)旅(lv)游(you)消(xiao)費(fei)(fei)場(chang)所(suo)銀(yin)行(xing)卡使用便(bian)捷度,推廣(guang)移(yi)動(dong)互聯(lian)網(wang)(wang)(wang)新興支付方式。鼓勵把文(wen)(wen)化(hua)(hua)(hua)(hua)消(xiao)費(fei)(fei)嵌入各類(lei)消(xiao)費(fei)(fei)場(chang)所(suo),依托社區(qu)生(sheng)活綜合(he)服(fu)(fu)(fu)務中(zhong)心(xin)、城(cheng)鄉便(bian)民(min)消(xiao)費(fei)(fei)服(fu)(fu)(fu)務中(zhong)心(xin)等打造(zao)群眾身邊的(de)文(wen)(wen)化(hua)(hua)(hua)(hua)消(xiao)費(fei)(fei)網(wang)(wang)(wang)點(dian)。鼓勵依法依規(gui)對傳(chuan)統(tong)演出場(chang)所(suo)和(he)(he)博物館(guan)進行(xing)設(she)施(shi)改造(zao)提(ti)升,合(he)理(li)配套餐飲區(qu)、觀眾休息區(qu)、文(wen)(wen)創產品展示(shi)售(shou)賣區(qu)、書店等,營造(zao)更優(you)質的(de)消(xiao)費(fei)(fei)環(huan)境。引導(dao)演出、文(wen)(wen)化(hua)(hua)(hua)(hua)娛樂、景區(qu)景點(dian)等場(chang)所(suo)廣(guang)泛應用互聯(lian)網(wang)(wang)(wang)售(shou)票(piao)、二(er)維碼驗票(piao)。提(ti)升文(wen)(wen)化(hua)(hua)(hua)(hua)和(he)(he)旅(lv)游(you)消(xiao)費(fei)(fei)場(chang)所(suo)寬(kuan)帶移(yi)動(dong)通(tong)(tong)信網(wang)(wang)(wang)絡(luo)覆蓋水(shui)平,在(zai)具(ju)備條件(jian)且用戶需求較(jiao)強的(de)地方,優(you)先部(bu)署第(di)五代移(yi)動(dong)通(tong)(tong)信(5G)網(wang)(wang)(wang)絡(luo)。優(you)化(hua)(hua)(hua)(hua)旅(lv)游(you)交(jiao)通(tong)(tong)服(fu)(fu)(fu)務,科(ke)學規(gui)劃線路、站點(dian)設(she)置(zhi),提(ti)供智能化(hua)(hua)(hua)(hua)出行(xing)信息服(fu)(fu)(fu)務。到2022年,實(shi)現(xian)全國(guo)文(wen)(wen)化(hua)(hua)(hua)(hua)和(he)(he)旅(lv)游(you)消(xiao)費(fei)(fei)場(chang)所(suo)除現(xian)金支付外,都能支持銀(yin)行(xing)卡或(huo)移(yi)動(dong)支付,互聯(lian)網(wang)(wang)(wang)售(shou)票(piao)和(he)(he)4G/5G網(wang)(wang)(wang)絡(luo)覆蓋率超(chao)過90%,文(wen)(wen)化(hua)(hua)(hua)(hua)和(he)(he)旅(lv)游(you)消(xiao)費(fei)(fei)便(bian)捷程(cheng)度明顯提(ti)高(gao)。(文(wen)(wen)化(hua)(hua)(hua)(hua)和(he)(he)旅(lv)游(you)部(bu)、工(gong)業和(he)(he)信息化(hua)(hua)(hua)(hua)部(bu)、交(jiao)通(tong)(tong)運輸部(bu)、商務部(bu)、人民(min)銀(yin)行(xing)、文(wen)(wen)物局負(fu)責)
(三)提(ti)升入(ru)(ru)(ru)(ru)境(jing)旅(lv)游(you)環(huan)境(jing)。整(zheng)合已(yi)有資源,提(ti)升入(ru)(ru)(ru)(ru)境(jing)旅(lv)游(you)統一宣介平(ping)臺(tai)(含APP、小程(cheng)序等移動(dong)端(duan))水平(ping)。鼓(gu)勵(li)(li)各地(di)(di)開發一批(pi)適應外國游(you)客需求的旅(lv)游(you)線路、目(mu)的地(di)(di)、旅(lv)游(you)演藝及特色商品(pin)并在(zai)宣介平(ping)臺(tai)上推薦。提(ti)升景(jing)區(qu)景(jing)點、餐飲住宿、購(gou)物(wu)娛樂、機(ji)場車站(zhan)等場所多語(yu)種服(fu)務水平(ping)。鼓(gu)勵(li)(li)銀(yin)(yin)行(xing)業金融機(ji)構(gou)依法依規在(zai)文化和旅(lv)游(you)消(xiao)費(fei)(fei)集中區(qu)域(yu)設立分支機(ji)構(gou)。完善(shan)入(ru)(ru)(ru)(ru)境(jing)游(you)客移動(dong)支付解決(jue)方案(an),提(ti)高游(you)客消(xiao)費(fei)(fei)便(bian)利性。研(yan)究出臺(tai)以北京(jing)(jing)2022年冬奧會、冬殘(can)奧會為契機(ji)促進入(ru)(ru)(ru)(ru)境(jing)旅(lv)游(you)的政(zheng)策措施。確(que)保(bao)(bao)入(ru)(ru)(ru)(ru)境(jing)旅(lv)游(you)環(huan)境(jing)得到(dao)明顯改善(shan),入(ru)(ru)(ru)(ru)境(jing)消(xiao)費(fei)(fei)規模保(bao)(bao)持持續擴大態勢(shi)。(文化和旅(lv)游(you)部、人民銀(yin)(yin)行(xing)、銀(yin)(yin)保(bao)(bao)監(jian)會、北京(jing)(jing)冬奧組(zu)委負責)
(四)推(tui)進(jin)消(xiao)(xiao)(xiao)費(fei)試(shi)點示(shi)范(fan)(fan)。總結推(tui)廣(guang)引(yin)導城(cheng)(cheng)(cheng)鄉(xiang)居民擴大文(wen)(wen)(wen)化(hua)(hua)(hua)消(xiao)(xiao)(xiao)費(fei)試(shi)點工作(zuo)的經驗模(mo)式,新確定一批(pi)國家文(wen)(wen)(wen)化(hua)(hua)(hua)和旅游消(xiao)(xiao)(xiao)費(fei)試(shi)點城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(以(yi)下簡稱(cheng)試(shi)點城(cheng)(cheng)(cheng)市(shi)(shi)(shi))。在試(shi)點城(cheng)(cheng)(cheng)市(shi)(shi)(shi)基礎上,擇優(you)確定國家文(wen)(wen)(wen)化(hua)(hua)(hua)和旅游消(xiao)(xiao)(xiao)費(fei)示(shi)范(fan)(fan)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(以(yi)下簡稱(cheng)示(shi)范(fan)(fan)城(cheng)(cheng)(cheng)市(shi)(shi)(shi))并動(dong)態考核。推(tui)動(dong)試(shi)點城(cheng)(cheng)(cheng)市(shi)(shi)(shi)、示(shi)范(fan)(fan)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)建設國際消(xiao)(xiao)(xiao)費(fei)中心(xin)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)。鼓勵建設集合文(wen)(wen)(wen)創商店、特(te)色書店、小劇場、文(wen)(wen)(wen)化(hua)(hua)(hua)娛樂場所等多種業(ye)態的消(xiao)(xiao)(xiao)費(fei)集聚地。到2022年,建設30個示(shi)范(fan)(fan)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)、100個試(shi)點城(cheng)(cheng)(cheng)市(shi)(shi)(shi),示(shi)范(fan)(fan)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)居民人均文(wen)(wen)(wen)化(hua)(hua)(hua)娛樂支(zhi)(zhi)出占消(xiao)(xiao)(xiao)費(fei)支(zhi)(zhi)出比例(li)超過6%,旅游收(shou)入增(zeng)速保持兩位數(shu)以(yi)上增(zeng)長,進(jin)一步發揮示(shi)范(fan)(fan)引(yin)領作(zuo)用。(文(wen)(wen)(wen)化(hua)(hua)(hua)和旅游部(bu)、發展改革委(wei)、財政部(bu)負(fu)責)
