今明兩年是全面(mian)建成小(xiao)康(kang)社(she)會的決勝期,“三(san)農(nong)(nong)(nong)”領域(yu)有不少必(bi)(bi)須完(wan)成的硬任(ren)務(wu)。黨中央認為,在(zai)經(jing)(jing)濟下行壓(ya)力加(jia)大、外部(bu)環境發(fa)生深刻變化(hua)的復雜形勢下,做好“三(san)農(nong)(nong)(nong)”工作具(ju)有特殊重(zhong)要(yao)性。必(bi)(bi)須堅持(chi)把解(jie)決好“三(san)農(nong)(nong)(nong)”問題(ti)作為全黨工作重(zhong)中之重(zhong)不動搖,進一步統一思想、堅定信(xin)心、落實工作,鞏固發(fa)展農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村(cun)好形勢,發(fa)揮“三(san)農(nong)(nong)(nong)”壓(ya)艙石作用(yong),為有效應對各種風險挑戰(zhan)贏(ying)得(de)主動,為確保經(jing)(jing)濟持(chi)續健康發(fa)展和社會大局穩定、如期實現第一個百年奮斗目標奠定基(ji)礎。

  

做好“三(san)農(nong)(nong)(nong)(nong)”工(gong)(gong)作(zuo),要(yao)以習近平新時代中(zhong)(zhong)國(guo)特色(se)社會(hui)主義思想(xiang)為指導,全(quan)面貫徹黨的(de)十九大和十九屆二中(zhong)(zhong)、三(san)中(zhong)(zhong)全(quan)會(hui)以及中(zhong)(zhong)央經濟(ji)工(gong)(gong)作(zuo)會(hui)議精(jing)神,緊(jin)緊(jin)圍繞統籌推進(jin)“五位一體(ti)”總(zong)體(ti)布局(ju)和協調(diao)推進(jin)“四個全(quan)面”戰略布局(ju),牢牢把握(wo)穩中(zhong)(zhong)求(qiu)進(jin)工(gong)(gong)作(zuo)總(zong)基調(diao),落實高質量(liang)發展(zhan)要(yao)求(qiu),堅(jian)(jian)(jian)持農(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)村優(you)先發展(zhan)總(zong)方針,以實施鄉村振興戰略為總(zong)抓手,對(dui)標全(quan)面建成(cheng)(cheng)小康社會(hui)“三(san)農(nong)(nong)(nong)(nong)”工(gong)(gong)作(zuo)必須完(wan)成(cheng)(cheng)的(de)硬任務,適應國(guo)內外復雜形勢變化對(dui)農(nong)(nong)(nong)(nong)村改(gai)革(ge)發展(zhan)提出的(de)新要(yao)求(qiu),抓重(zhong)點、補短板(ban)、強(qiang)基礎,圍繞“鞏固、增(zeng)強(qiang)、提升、暢通”深化農(nong)(nong)(nong)(nong)業供給側結(jie)構性改(gai)革(ge),堅(jian)(jian)(jian)決打贏(ying)脫貧攻堅(jian)(jian)(jian)戰,充分發揮農(nong)(nong)(nong)(nong)村基層黨組織戰斗堡壘(lei)作(zuo)用(yong),全(quan)面推進(jin)鄉村振興,確保順(shun)利完(wan)成(cheng)(cheng)到2020年承諾的農(nong)村改革發展目標(biao)任務。

一、聚(ju)力精準施策,決戰決勝脫貧(pin)攻(gong)堅 

(一)不折不扣完成脫貧攻堅任務。咬定既定脫(tuo)貧目標,落實已(yi)有政策部署,到2020年確(que)保(bao)現(xian)行標準下(xia)農村(cun)貧(pin)(pin)(pin)困(kun)(kun)人口實(shi)現(xian)脫(tuo)(tuo)(tuo)貧(pin)(pin)(pin)、貧(pin)(pin)(pin)困(kun)(kun)縣全部(bu)摘(zhai)帽(mao)、解決(jue)(jue)區域性(xing)整體貧(pin)(pin)(pin)困(kun)(kun)。堅(jian)(jian)持現(xian)行扶(fu)貧(pin)(pin)(pin)標準,全面排查解決(jue)(jue)影(ying)響(xiang)“兩(liang)不愁三保(bao)障”實(shi)現(xian)的(de)(de)突出問題(ti),防(fang)止盲目拔(ba)高(gao)標準、吊(diao)高(gao)胃口,杜絕(jue)數字脫(tuo)(tuo)(tuo)貧(pin)(pin)(pin)、虛假脫(tuo)(tuo)(tuo)貧(pin)(pin)(pin)。加強脫(tuo)(tuo)(tuo)貧(pin)(pin)(pin)監測。進一步壓實(shi)脫(tuo)(tuo)(tuo)貧(pin)(pin)(pin)攻堅(jian)(jian)責任,落(luo)實(shi)最嚴格的(de)(de)考核評估,精準問責問效(xiao)。繼續加強東西部(bu)扶(fu)貧(pin)(pin)(pin)協作和中央單位定點扶(fu)貧(pin)(pin)(pin)。深入推進抓黨建促脫(tuo)(tuo)(tuo)貧(pin)(pin)(pin)攻堅(jian)(jian)。組織開展常態(tai)化約談(tan),發(fa)現(xian)問題(ti)隨時約談(tan)。用(yong)好(hao)脫(tuo)(tuo)(tuo)貧(pin)(pin)(pin)攻堅(jian)(jian)專項巡(xun)視成果,推動(dong)落(luo)實(shi)脫(tuo)(tuo)(tuo)貧(pin)(pin)(pin)攻堅(jian)(jian)政治(zhi)責任。

  

(二)主攻深度貧困地區(qu)。瞄準(zhun)(zhun)制約深度(du)貧困(kun)地(di)區(qu)精準(zhun)(zhun)脫(tuo)貧的重點(dian)難點(dian)問題,列(lie)出清(qing)單,逐項明確責任,對賬銷號。重大工(gong)程建設(she)項目繼續向(xiang)深度(du)貧困(kun)地(di)區(qu)傾(qing)斜(xie),特色產(chan)業扶(fu)(fu)(fu)貧、易地(di)扶(fu)(fu)(fu)貧搬遷、生態扶(fu)(fu)(fu)貧、金融(rong)扶(fu)(fu)(fu)貧、社會幫扶(fu)(fu)(fu)、干(gan)部人才等政策措施(shi)向(xiang)深度(du)貧困(kun)地(di)區(qu)傾(qing)斜(xie)。各級(ji)財政優(you)先(xian)加大“三區(qu)三州(zhou)”脫貧(pin)攻堅資(zi)金投入。對(dui)“三區(qu)三州(zhou)”外貧(pin)困(kun)人口多、貧(pin)困(kun)發生率高、脫貧(pin)難(nan)度大(da)的深度貧(pin)困(kun)地區(qu),也要統籌資(zi)金項目,加大(da)扶持力(li)度。

  

(三)著力(li)解(jie)決突出問題(ti)。注重發(fa)展長(chang)效扶(fu)(fu)(fu)(fu)貧(pin)(pin)產業,著(zhu)力解(jie)決產銷脫(tuo)(tuo)節、風險(xian)(xian)保(bao)障不(bu)足等問(wen)題,提(ti)高貧(pin)(pin)困(kun)(kun)人(ren)口參與(yu)度和(he)直接受益水平。強(qiang)化易地(di)(di)扶(fu)(fu)(fu)(fu)貧(pin)(pin)搬(ban)(ban)遷后續措(cuo)施,著(zhu)力解(jie)決重搬(ban)(ban)遷、輕后續幫扶(fu)(fu)(fu)(fu)問(wen)題,確保(bao)搬(ban)(ban)遷一戶(hu)、穩定(ding)脫(tuo)(tuo)貧(pin)(pin)一戶(hu)。加(jia)強(qiang)貧(pin)(pin)困(kun)(kun)地(di)(di)區義務教育(yu)控輟保(bao)學(xue)(xue),避免因(yin)貧(pin)(pin)失學(xue)(xue)輟學(xue)(xue)。落實基本醫療保(bao)險(xian)(xian)、大病保(bao)險(xian)(xian)、醫療救助等多重保(bao)障措(cuo)施,筑牢鄉村衛生服務網底(di),保(bao)障貧(pin)(pin)困(kun)(kun)人(ren)口基本醫療需求。扎實推進(jin)生態扶(fu)(fu)(fu)(fu)貧(pin)(pin),促進(jin)扶(fu)(fu)(fu)(fu)貧(pin)(pin)開(kai)發(fa)與(yu)生態保(bao)護相協調。堅持(chi)扶(fu)(fu)(fu)(fu)貧(pin)(pin)與(yu)扶(fu)(fu)(fu)(fu)志扶(fu)(fu)(fu)(fu)智相結合,加(jia)強(qiang)貧(pin)(pin)困(kun)(kun)地(di)(di)區職業教育(yu)和(he)技能培訓(xun),加(jia)強(qiang)開(kai)發(fa)式(shi)扶(fu)(fu)(fu)(fu)貧(pin)(pin)與(yu)保(bao)障性扶(fu)(fu)(fu)(fu)貧(pin)(pin)統(tong)籌銜(xian)接,著(zhu)力解(jie)決“一兜了之”和部分貧困人口(kou)等(deng)靠要問題,增強(qiang)貧困群眾內生動力和自我發展能力。切(qie)實加強(qiang)一線精(jing)準(zhun)幫扶(fu)(fu)力量,選優配強(qiang)駐村工作隊(dui)伍。關(guan)心(xin)關(guan)愛(ai)扶(fu)(fu)貧干部,加大工作支持(chi)力度(du),幫助解決實際困難,解除后顧之憂(you)。持(chi)續開展扶(fu)(fu)貧領域腐敗和作風(feng)問題專項治理,嚴厲查處虛報冒領、貪占挪用和優親厚友、吃拿卡(ka)要等(deng)問題。

  

(四)鞏固和擴大(da)脫貧攻(gong)堅(jian)成果(guo)。攻(gong)(gong)堅(jian)(jian)期內貧(pin)(pin)(pin)困(kun)縣(xian)、貧(pin)(pin)(pin)困(kun)村(cun)、貧(pin)(pin)(pin)困(kun)人(ren)口退出后,相關(guan)扶貧(pin)(pin)(pin)政策(ce)保持(chi)穩定,減少和防止貧(pin)(pin)(pin)困(kun)人(ren)口返貧(pin)(pin)(pin)。研究解決(jue)收(shou)入(ru)水平略高于建檔立卡貧(pin)(pin)(pin)困(kun)戶的(de)群眾(zhong)缺乏政策(ce)支持(chi)等新(xin)問(wen)題。堅(jian)(jian)持(chi)和推廣脫(tuo)貧(pin)(pin)(pin)攻(gong)(gong)堅(jian)(jian)中的(de)好(hao)經驗好(hao)做(zuo)(zuo)法好(hao)路子。做(zuo)(zuo)好(hao)脫(tuo)貧(pin)(pin)(pin)攻(gong)(gong)堅(jian)(jian)與鄉村(cun)振(zhen)興(xing)的(de)銜(xian)接,對摘帽后的(de)貧(pin)(pin)(pin)困(kun)縣(xian)要通過實(shi)施(shi)鄉村(cun)振(zhen)興(xing)戰略鞏固發展成果(guo),接續推動(dong)經濟(ji)社(she)會發展和群眾(zhong)生活改善(shan)。總結脫(tuo)貧(pin)(pin)(pin)攻(gong)(gong)堅(jian)(jian)的(de)實(shi)踐創造(zao)和偉(wei)大(da)精神。及早謀(mou)劃脫(tuo)貧(pin)(pin)(pin)攻(gong)(gong)堅(jian)(jian)目標任務2020年完成后的戰(zhan)略思路。 

二、夯實農(nong)業基(ji)礎(chu),保障重(zhong)要農(nong)產品有效供給(gei)

(一)穩(wen)定糧食產量。毫不(bu)放松抓好糧(liang)食(shi)生產,推(tui)動藏(zang)糧(liang)于(yu)地、藏(zang)糧(liang)于(yu)技落實落地,確保糧(liang)食(shi)播種面(mian)積穩定在16.5億畝。穩定完善(shan)扶(fu)持糧(liang)食(shi)生(sheng)產(chan)(chan)(chan)(chan)政(zheng)策舉(ju)措,挖掘(jue)品種、技(ji)術、減災等(deng)穩產(chan)(chan)(chan)(chan)增產(chan)(chan)(chan)(chan)潛力,保障(zhang)農民種糧(liang)基本收益。發揮糧(liang)食(shi)主(zhu)(zhu)產(chan)(chan)(chan)(chan)區優勢,完善(shan)糧(liang)食(shi)主(zhu)(zhu)產(chan)(chan)(chan)(chan)區利益補償機制,健全產(chan)(chan)(chan)(chan)糧(liang)大(da)縣獎補政(zheng)策。壓(ya)實(shi)主(zhu)(zhu)銷(xiao)區和產(chan)(chan)(chan)(chan)銷(xiao)平衡區穩定糧(liang)食(shi)生(sheng)產(chan)(chan)(chan)(chan)責(ze)任。嚴(yan)守18億畝耕地(di)紅線,全面落實(shi)永(yong)久基(ji)本(ben)農田特殊(shu)保護制度,確保永(yong)久基(ji)本(ben)農田保持在15.46億畝以上。建設現代氣象為農(nong)服務體(ti)系。強化(hua)糧食安全省(sheng)長責任(ren)制考核。

  

(二)完成高(gao)標準農(nong)田建設任務。鞏固和提高糧食生(sheng)產能力,到2020年確保建(jian)成8億畝高(gao)標(biao)準農(nong)田。修編全(quan)國高(gao)標(biao)準農(nong)田建(jian)設(she)(she)總體(ti)規(gui)劃(hua),統(tong)一規(gui)劃(hua)布(bu)局、建(jian)設(she)(she)標(biao)準、組織實(shi)施、驗(yan)收(shou)考核、上(shang)圖入庫(ku)。加強資金(jin)整合(he),創新(xin)投融資模式,建(jian)立多元籌資機制。實(shi)施區(qu)域化(hua)整體(ti)建(jian)設(she)(she),推進(jin)田水林路電綜(zong)合(he)配(pei)套(tao),同步發展高(gao)效節水灌(guan)溉。全(quan)面完成糧食生(sheng)產功能區(qu)和重(zhong)要(yao)農(nong)產品生(sheng)產保(bao)護(hu)區(qu)劃(hua)定(ding)任務(wu),高(gao)標(biao)準農(nong)田建(jian)設(she)(she)項目優(you)先向“兩(liang)區(qu)”安排。恢(hui)復(fu)啟動新(xin)疆優(you)質棉生(sheng)產基地(di)(di)建(jian)設(she)(she),將糖(tang)料蔗“雙高(gao)”基地(di)(di)建(jian)設(she)(she)范圍覆蓋(gai)到劃(hua)定(ding)的所有保(bao)護(hu)區(qu)。進(jin)一步加強農(nong)田水利(li)建(jian)設(she)(she)。推進(jin)大中型(xing)灌(guan)區(qu)續建(jian)配(pei)套(tao)節水改(gai)造與(yu)現代化(hua)建(jian)設(she)(she)。加大東北(bei)黑土地(di)(di)保(bao)護(hu)力度。加強華北(bei)地(di)(di)區(qu)地(di)(di)下水超采綜(zong)合(he)治理。推進(jin)重(zhong)金(jin)屬污染耕地(di)(di)治理修復(fu)和種(zhong)植結構調(diao)整試點。

  

(三)調整(zheng)優化農(nong)業結構。大(da)(da)力發(fa)展(zhan)(zhan)緊(jin)缺和綠色優(you)質(zhi)(zhi)農產品生產,推(tui)(tui)(tui)進(jin)農業(ye)由(you)增產導向(xiang)轉向(xiang)提質(zhi)(zhi)導向(xiang)。深入推(tui)(tui)(tui)進(jin)優(you)質(zhi)(zhi)糧食工(gong)程。實(shi)施(shi)大(da)(da)豆振(zhen)興計劃,多途徑擴大(da)(da)種(zhong)植面(mian)積(ji)。支持(chi)長江流域油菜(cai)生產,推(tui)(tui)(tui)進(jin)新品種(zhong)新技術示范推(tui)(tui)(tui)廣和全(quan)(quan)(quan)程機械化。積(ji)極發(fa)展(zhan)(zhan)木本油料(liao)。實(shi)施(shi)奶(nai)(nai)業(ye)振(zhen)興行動,加(jia)強優(you)質(zhi)(zhi)奶(nai)(nai)源基地建設(she)(she),升(sheng)級改造中小奶(nai)(nai)牛養(yang)(yang)殖(zhi)(zhi)場(chang),實(shi)施(shi)嬰幼兒配方(fang)奶(nai)(nai)粉提升(sheng)行動。合(he)(he)理調(diao)整糧經飼結構,發(fa)展(zhan)(zhan)青貯玉米、苜蓿等(deng)優(you)質(zhi)(zhi)飼草料(liao)生產。合(he)(he)理確(que)定內陸水(shui)域養(yang)(yang)殖(zhi)(zhi)規模,壓減近(jin)海、湖(hu)庫過密網箱養(yang)(yang)殖(zhi)(zhi),推(tui)(tui)(tui)進(jin)海洋牧場(chang)建設(she)(she),規范有序發(fa)展(zhan)(zhan)遠洋漁(yu)業(ye)。降(jiang)低江河(he)湖(hu)泊(bo)和近(jin)海漁(yu)業(ye)捕(bu)撈強度(du),全(quan)(quan)(quan)面(mian)實(shi)施(shi)長江水(shui)生生物(wu)保護(hu)區禁(jin)捕(bu)。實(shi)施(shi)農產品質(zhi)(zhi)量(liang)安全(quan)(quan)(quan)保障工(gong)程,健全(quan)(quan)(quan)監(jian)(jian)管體系、監(jian)(jian)測體系、追溯體系。加(jia)大(da)(da)非洲豬(zhu)瘟等(deng)動物(wu)疫情監(jian)(jian)測防控力度(du),嚴格落實(shi)防控舉措,確(que)保產業(ye)安全(quan)(quan)(quan)。

 

(四)加快(kuai)突破(po)農業關鍵核(he)心(xin)技(ji)術(shu)。強化創(chuang)新(xin)(xin)驅動(dong)發(fa)展,實(shi)施(shi)農業(ye)關鍵核心(xin)技(ji)(ji)術(shu)攻(gong)關行(xing)動(dong),培育(yu)一批農業(ye)戰略科(ke)(ke)(ke)技(ji)(ji)創(chuang)新(xin)(xin)力(li)量,推(tui)動(dong)生物種業(ye)、重型農機(ji)、智慧農業(ye)、綠(lv)色投入品等領域(yu)自主(zhu)創(chuang)新(xin)(xin)。建(jian)設農業(ye)領域(yu)國家重點實(shi)驗室等科(ke)(ke)(ke)技(ji)(ji)創(chuang)新(xin)(xin)平(ping)(ping)臺基(ji)地,打(da)造產學研深度(du)融合平(ping)(ping)臺,加(jia)強國家現代農業(ye)產業(ye)技(ji)(ji)術(shu)體系、科(ke)(ke)(ke)技(ji)(ji)創(chuang)新(xin)(xin)聯(lian)盟、產業(ye)創(chuang)新(xin)(xin)中心(xin)、高新(xin)(xin)技(ji)(ji)術(shu)產業(ye)示范區(qu)、科(ke)(ke)(ke)技(ji)(ji)園(yuan)區(qu)等建(jian)設。強化企(qi)業(ye)技(ji)(ji)術(shu)創(chuang)新(xin)(xin)主(zhu)體地位,培育(yu)農業(ye)科(ke)(ke)(ke)技(ji)(ji)創(chuang)新(xin)(xin)型企(qi)業(ye),支持符合條件的企(qi)業(ye)牽頭實(shi)施(shi)技(ji)(ji)術(shu)創(chuang)新(xin)(xin)項目。繼續組織實(shi)施(shi)水稻(dao)、小(xiao)麥、玉米、大豆和(he)畜禽良種聯(lian)合攻(gong)關,加(jia)快選(xuan)育(yu)和(he)推(tui)廣(guang)(guang)優質草種。支持薄弱環節適(shi)用(yong)農機(ji)研發(fa),促進農機(ji)裝(zhuang)備產業(ye)轉型升(sheng)級(ji),加(jia)快推(tui)進農業(ye)機(ji)械化。加(jia)強農業(ye)領域(yu)知識產權創(chuang)造與(yu)應(ying)用(yong)。加(jia)快先(xian)進實(shi)用(yong)技(ji)(ji)術(shu)集成創(chuang)新(xin)(xin)與(yu)推(tui)廣(guang)(guang)應(ying)用(yong)。建(jian)立健(jian)全農業(ye)科(ke)(ke)(ke)研成果產權制度(du),賦予科(ke)(ke)(ke)研人員科(ke)(ke)(ke)技(ji)(ji)成果所有權,完善人才評(ping)價和(he)流動(dong)保障機(ji)制,落實(shi)兼(jian)職兼(jian)薪(xin)、成果權益分配政(zheng)策。

  

(五)實(shi)施重(zhong)要(yao)農產品保障戰略(lve)。加強頂層設計(ji)和(he)系統規(gui)劃,立足國(guo)內(nei)保障(zhang)(zhang)糧食等重(zhong)要農(nong)產品(pin)供給,統籌用好國(guo)際國(guo)內(nei)兩個市場、兩種資(zi)源,科學(xue)確定國(guo)內(nei)重(zhong)要農(nong)產品(pin)保障(zhang)(zhang)水平,健(jian)全(quan)保障(zhang)(zhang)體系,提高國(guo)內(nei)安全(quan)保障(zhang)(zhang)能力。將稻谷、小(xiao)麥作為必保品(pin)種,穩定玉米生(sheng)產,確保谷物(wu)基本自給、口(kou)糧絕對安全(quan)。加快(kuai)推進糧食安全(quan)保障(zhang)(zhang)立法進程(cheng)。在提質增(zeng)效基礎上,鞏固棉花、油料、糖料、天然橡膠(jiao)生(sheng)產能力。加快(kuai)推進并支持農(nong)業走出(chu)去,加強“一帶一路”農(nong)(nong)業國(guo)際合作,主動擴大國(guo)內緊缺農(nong)(nong)產品(pin)進(jin)口(kou)(kou),拓展(zhan)多(duo)元化進(jin)口(kou)(kou)渠道,培育一批跨國(guo)農(nong)(nong)業企業集團,提高農(nong)(nong)業對外合作水平。加(jia)大農(nong)(nong)產品(pin)反走私綜合治理力度。 

三、扎(zha)實推(tui)進鄉村建設(she),加(jia)快補齊(qi)農村人居(ju)環境和公共服(fu)務短板

(一)抓好農村(cun)人(ren)居環(huan)境整治三年(nian)行(xing)動。深入學習推廣浙江“千村(cun)示(shi)范、萬村(cun)整(zheng)治(zhi)”工(gong)程經驗(yan),全(quan)面(mian)推開以農(nong)村(cun)垃(la)圾污水(shui)治(zhi)理、廁(ce)所革命(ming)和村(cun)容村(cun)貌提升為(wei)重點的農(nong)村(cun)人居環(huan)境(jing)整(zheng)治(zhi),確保到2020年實現(xian)農(nong)(nong)村(cun)(cun)(cun)(cun)人(ren)居(ju)環(huan)境(jing)(jing)(jing)(jing)階段性明顯改善(shan),村(cun)(cun)(cun)(cun)莊(zhuang)環(huan)境(jing)(jing)(jing)(jing)基本干凈整潔(jie)有序,村(cun)(cun)(cun)(cun)民環(huan)境(jing)(jing)(jing)(jing)與健康意(yi)識普遍增(zeng)強(qiang)。鼓勵各地(di)立(li)足實際、因地(di)制宜(yi),合(he)理選擇簡便易(yi)行、長期(qi)管用的(de)整治(zhi)(zhi)模式,集中(zhong)攻克(ke)技(ji)術難(nan)題。建立(li)地(di)方(fang)為主、中(zhong)央(yang)(yang)補(bu)助(zhu)的(de)政府(fu)投入機制。中(zhong)央(yang)(yang)財政對(dui)農(nong)(nong)村(cun)(cun)(cun)(cun)廁所革命整村(cun)(cun)(cun)(cun)推(tui)進等(deng)給(gei)予補(bu)助(zhu),對(dui)農(nong)(nong)村(cun)(cun)(cun)(cun)人(ren)居(ju)環(huan)境(jing)(jing)(jing)(jing)整治(zhi)(zhi)先進縣給(gei)予獎勵。中(zhong)央(yang)(yang)預算內投資安排專門資金支持農(nong)(nong)村(cun)(cun)(cun)(cun)人(ren)居(ju)環(huan)境(jing)(jing)(jing)(jing)整治(zhi)(zhi)。允許縣級按規定統籌整合(he)相(xiang)關(guan)資金,集中(zhong)用于農(nong)(nong)村(cun)(cun)(cun)(cun)人(ren)居(ju)環(huan)境(jing)(jing)(jing)(jing)整治(zhi)(zhi)。鼓勵社會力量(liang)積極參(can)與,將農(nong)(nong)村(cun)(cun)(cun)(cun)人(ren)居(ju)環(huan)境(jing)(jing)(jing)(jing)整治(zhi)(zhi)與發展(zhan)(zhan)(zhan)鄉村(cun)(cun)(cun)(cun)休(xiu)閑旅游等(deng)有機結合(he)。廣泛開展(zhan)(zhan)(zhan)村(cun)(cun)(cun)(cun)莊(zhuang)清潔(jie)行動。開展(zhan)(zhan)(zhan)美麗宜(yi)居(ju)村(cun)(cun)(cun)(cun)莊(zhuang)和最(zui)美庭院(yuan)創(chuang)建活動。農(nong)(nong)村(cun)(cun)(cun)(cun)人(ren)居(ju)環(huan)境(jing)(jing)(jing)(jing)整治(zhi)(zhi)工作要同(tong)農(nong)(nong)村(cun)(cun)(cun)(cun)經濟發展(zhan)(zhan)(zhan)水平(ping)相(xiang)適應、同(tong)當地(di)文化和風土(tu)人(ren)情相(xiang)協調,注重實效(xiao),防(fang)止做表面文章。

  

(二)實施村(cun)莊基礎設施建設工程。推(tui)進農(nong)(nong)村飲水安全鞏固提升(sheng)工程,加強農(nong)(nong)村飲用水水源地保護,加快解決農(nong)(nong)村“吃(chi)水(shui)難(nan)”和飲水(shui)不安全(quan)問(wen)題。全(quan)面推(tui)(tui)進(jin)(jin)(jin)“四好(hao)農村(cun)(cun)(cun)路(lu)”建(jian)(jian)(jian)設(she),加(jia)大“路(lu)長制”和示(shi)范(fan)縣(xian)實施力(li)度,實現具(ju)備條件(jian)的建(jian)(jian)(jian)制村(cun)(cun)(cun)全(quan)部(bu)通(tong)硬(ying)化(hua)路(lu),有條件(jian)的地區向自然(ran)村(cun)(cun)(cun)延伸。加(jia)強村(cun)(cun)(cun)內道路(lu)建(jian)(jian)(jian)設(she)。全(quan)面實施鄉村(cun)(cun)(cun)電氣化(hua)提(ti)升工程,加(jia)快(kuai)完成(cheng)新一輪農村(cun)(cun)(cun)電網改造(zao)。完善縣(xian)鄉村(cun)(cun)(cun)物流(liu)基礎設(she)施網絡,支持產地建(jian)(jian)(jian)設(she)農產品貯藏保鮮、分(fen)級(ji)包(bao)裝等(deng)設(she)施,鼓勵(li)企業在縣(xian)鄉和具(ju)備條件(jian)的村(cun)(cun)(cun)建(jian)(jian)(jian)立(li)物流(liu)配送網點。加(jia)快(kuai)推(tui)(tui)進(jin)(jin)(jin)寬帶網絡向村(cun)(cun)(cun)莊延伸,推(tui)(tui)進(jin)(jin)(jin)提(ti)速降費(fei)。繼續推(tui)(tui)進(jin)(jin)(jin)農村(cun)(cun)(cun)危房改造(zao)。健(jian)全(quan)村(cun)(cun)(cun)莊基礎設(she)施建(jian)(jian)(jian)管(guan)長效機制,明(ming)確各方管(guan)護(hu)(hu)責(ze)任,鼓勵(li)地方將管(guan)護(hu)(hu)費(fei)用納入財政預算。

  

(三)提升農村公(gong)共服務水(shui)平(ping)。全面提升農(nong)(nong)(nong)村(cun)(cun)教育、醫(yi)療衛(wei)(wei)生、社(she)會(hui)保障、養老(lao)、文化(hua)(hua)體(ti)(ti)育等(deng)公共(gong)(gong)服務(wu)水平(ping),加快(kuai)推(tui)進城(cheng)鄉(xiang)基(ji)本(ben)公共(gong)(gong)服務(wu)均等(deng)化(hua)(hua)。推(tui)動城(cheng)鄉(xiang)義務(wu)教育一體(ti)(ti)化(hua)(hua)發(fa)(fa)展(zhan),深(shen)入(ru)(ru)實施(shi)(shi)農(nong)(nong)(nong)村(cun)(cun)義務(wu)教育學生營養改(gai)善(shan)(shan)(shan)計(ji)(ji)劃。實施(shi)(shi)高中階段教育普(pu)及攻堅計(ji)(ji)劃,加強農(nong)(nong)(nong)村(cun)(cun)兒童(tong)健康改(gai)善(shan)(shan)(shan)和(he)早期教育、學前教育。加快(kuai)標準化(hua)(hua)村(cun)(cun)衛(wei)(wei)生室建設,實施(shi)(shi)全科(ke)醫(yi)生特崗計(ji)(ji)劃。建立(li)健全統一的城(cheng)鄉(xiang)居(ju)民基(ji)本(ben)醫(yi)療保險(xian)制度,同步整合(he)城(cheng)鄉(xiang)居(ju)民大病(bing)保險(xian)。完善(shan)(shan)(shan)城(cheng)鄉(xiang)居(ju)民基(ji)本(ben)養老(lao)保險(xian)待遇確定和(he)基(ji)礎養老(lao)金正常調整機制。統籌城(cheng)鄉(xiang)社(she)會(hui)救助體(ti)(ti)系,完善(shan)(shan)(shan)最低生活(huo)保障制度、優撫安置制度。加快(kuai)推(tui)進農(nong)(nong)(nong)村(cun)(cun)基(ji)層(ceng)(ceng)綜合(he)性文化(hua)(hua)服務(wu)中心(xin)建設。完善(shan)(shan)(shan)農(nong)(nong)(nong)村(cun)(cun)留守兒童(tong)和(he)婦女、老(lao)年人關愛服務(wu)體(ti)(ti)系,支持多層(ceng)(ceng)次農(nong)(nong)(nong)村(cun)(cun)養老(lao)事(shi)業發(fa)(fa)展(zhan),加強和(he)改(gai)善(shan)(shan)(shan)農(nong)(nong)(nong)村(cun)(cun)殘疾(ji)人服務(wu)。推(tui)動建立(li)城(cheng)鄉(xiang)統籌的基(ji)本(ben)公共(gong)(gong)服務(wu)經費投入(ru)(ru)機制,完善(shan)(shan)(shan)農(nong)(nong)(nong)村(cun)(cun)基(ji)本(ben)公共(gong)(gong)服務(wu)標準。

   

(四)加強農村污染治理和(he)生態環境保護。統籌推(tui)進山水林(lin)(lin)田湖草(cao)系統治(zhi)理,推(tui)動農(nong)(nong)業農(nong)(nong)村(cun)綠(lv)色發(fa)(fa)展。加大農(nong)(nong)業面源(yuan)污染治(zhi)理力度,開展農(nong)(nong)業節(jie)(jie)肥(fei)節(jie)(jie)藥行動,實(shi)現化肥(fei)農(nong)(nong)藥使用量負增長。發(fa)(fa)展生態循環農(nong)(nong)業,推(tui)進畜禽糞(fen)污、秸稈、農(nong)(nong)膜等農(nong)(nong)業廢棄物資(zi)源(yuan)化利(li)用,實(shi)現畜牧養(yang)殖大縣糞(fen)污資(zi)源(yuan)化利(li)用整縣治(zhi)理全覆蓋,下大力氣(qi)治(zhi)理白色污染。擴大輪作休耕(geng)制度試點。創(chuang)建(jian)農(nong)(nong)業綠(lv)色發(fa)(fa)展先行區。實(shi)施鄉(xiang)村(cun)綠(lv)化美(mei)化行動,建(jian)設一批森林(lin)(lin)鄉(xiang)村(cun),保(bao)護古樹(shu)名木(mu),開展濕(shi)地生態效益(yi)補(bu)償和退(tui)耕(geng)還(huan)濕(shi)。全面保(bao)護天(tian)然(ran)林(lin)(lin)。加強“三北”地區退(tui)(tui)化防護(hu)林修復。擴大退(tui)(tui)耕還林還草(cao)(cao),穩步實(shi)施退(tui)(tui)牧還草(cao)(cao)。實(shi)施新一輪(lun)草(cao)(cao)原生(sheng)態保護(hu)補助獎勵(li)政策。落實(shi)河長制、湖長制,推進農村水(shui)(shui)環境治理(li),嚴格鄉村河湖水(shui)(shui)域岸線等(deng)水(shui)(shui)生(sheng)態空間管理(li)。

   

(五)強化鄉村規劃引(yin)領。把加強(qiang)規劃管(guan)理(li)作(zuo)為鄉村(cun)振興的基(ji)礎(chu)性工作(zuo),實現(xian)規劃管(guan)理(li)全覆蓋。以縣(xian)為單位抓緊(jin)編制或(huo)修編村(cun)莊布(bu)局規劃,縣(xian)級黨委和(he)政府要統(tong)籌推進鄉村(cun)規劃工作(zuo)。按照先規劃后(hou)建(jian)設的原(yuan)則,通盤考慮土地利用(yong)(yong)、產業發展、居民點建(jian)設、人居環(huan)境整治、生態保(bao)護和(he)歷(li)史文化傳(chuan)承,注(zhu)重保(bao)持鄉土風(feng)貌,編制多規合一(yi)的實用(yong)(yong)性村(cun)莊規劃。加強(qiang)農村(cun)建(jian)房(fang)許可管(guan)理(li)。

四、發展壯大鄉(xiang)村產業,拓寬農民增收(shou)渠道(dao)

(一)加快(kuai)發展(zhan)鄉村特色產(chan)業。因地制(zhi)宜(yi)發展(zhan)多樣性特色農業,倡導“一村(cun)一品(pin)”、“一縣一業”。積極發展果(guo)菜茶(cha)、食(shi)用(yong)菌、雜糧(liang)雜豆、薯類、中(zhong)藥材、特(te)(te)色養殖、林特(te)(te)花卉苗木等產(chan)(chan)業。支持建設一批(pi)特(te)(te)色農(nong)產(chan)(chan)品(pin)優(you)勢區(qu)。創新發展具有民族和地域特(te)(te)色的鄉村(cun)手工業,大力挖(wa)掘(jue)農(nong)村(cun)能工巧匠,培育(yu)一批(pi)家庭工場、手工作坊、鄉村(cun)車間。健全(quan)特(te)(te)色農(nong)產(chan)(chan)品(pin)質(zhi)量標(biao)準體系(xi),強化農(nong)產(chan)(chan)品(pin)地理標(biao)志和商(shang)標(biao)保(bao)護,創響一批(pi)“土字號(hao)”、“鄉字號(hao)”特(te)(te)色產(chan)(chan)品(pin)品(pin)牌。

 

(二(er))大力發展現代農產(chan)品加工業。“糧頭食(shi)尾(wei)”、“農(nong)(nong)(nong)(nong)(nong)頭工(gong)(gong)尾(wei)”為抓手,支持(chi)主(zhu)產(chan)(chan)(chan)區依(yi)托(tuo)縣域形成農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)加工(gong)(gong)產(chan)(chan)(chan)業(ye)(ye)集群,盡可能(neng)把產(chan)(chan)(chan)業(ye)(ye)鏈留在縣域,改變農(nong)(nong)(nong)(nong)(nong)村賣原料、城市搞加工(gong)(gong)的(de)格局(ju)。支持(chi)發(fa)展適合(he)(he)家庭農(nong)(nong)(nong)(nong)(nong)場(chang)和(he)農(nong)(nong)(nong)(nong)(nong)民合(he)(he)作社經(jing)營的(de)農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)初加工(gong)(gong),支持(chi)縣域發(fa)展農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)精深(shen)加工(gong)(gong),建(jian)成一批農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)專(zhuan)業(ye)(ye)村鎮(zhen)和(he)加工(gong)(gong)強(qiang)縣。統籌農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)產(chan)(chan)(chan)地、集散地、銷地批發(fa)市場(chang)建(jian)設,加強(qiang)農(nong)(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)(pin)物流(liu)骨干網絡和(he)冷鏈物流(liu)體系建(jian)設。培(pei)育農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)產(chan)(chan)(chan)業(ye)(ye)化(hua)龍(long)頭企業(ye)(ye)和(he)聯合(he)(he)體,推(tui)進現代農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)產(chan)(chan)(chan)業(ye)(ye)園、農(nong)(nong)(nong)(nong)(nong)村產(chan)(chan)(chan)業(ye)(ye)融合(he)(he)發(fa)展示(shi)范園、農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)產(chan)(chan)(chan)業(ye)(ye)強(qiang)鎮(zhen)建(jian)設。健全農(nong)(nong)(nong)(nong)(nong)村一二三(san)產(chan)(chan)(chan)業(ye)(ye)融合(he)(he)發(fa)展利益(yi)聯結(jie)機制(zhi),讓(rang)農(nong)(nong)(nong)(nong)(nong)民更多分享產(chan)(chan)(chan)業(ye)(ye)增值收益(yi)。

  

(三)發展鄉(xiang)村新型服務業(ye)。支持供銷(xiao)、郵政(zheng)、農業(ye)服務公司、農民合作(zuo)社等(deng)開展(zhan)農技推廣、土地(di)托管、代耕代種(zhong)、統(tong)防統(tong)治、烘干收儲等(deng)農業(ye)生(sheng)(sheng)產(chan)性服務。充分(fen)發揮鄉(xiang)村資源(yuan)、生(sheng)(sheng)態和文化優勢,發展(zhan)適(shi)應城(cheng)鄉(xiang)居民需要(yao)的休閑旅(lv)游、餐飲民宿(su)、文化體驗、健康養(yang)生(sheng)(sheng)、養(yang)老服務等(deng)產(chan)業(ye)。加強(qiang)鄉(xiang)村旅(lv)游基礎設施建設,改善衛(wei)生(sheng)(sheng)、交通、信息、郵政(zheng)等(deng)公共服務設施。

  

(四)實(shi)施數字鄉村戰略(lve)。深入(ru)推進“互聯網+農(nong)(nong)(nong)業”,擴大農(nong)(nong)(nong)業物聯網示范應用。推進重(zhong)要農(nong)(nong)(nong)產(chan)品全產(chan)業鏈大數據建(jian)設,加強國家數字農(nong)(nong)(nong)業農(nong)(nong)(nong)村系(xi)統建(jian)設。繼續(xu)開展電子商(shang)務進農(nong)(nong)(nong)村綜(zong)合示范,實施“互聯網+”農產品(pin)出村(cun)進城工(gong)程。全(quan)面推進信息(xi)進村(cun)入(ru)戶,依托“互聯網+”推動公共服務向農(nong)村延伸。

  

(五)促進農村勞動(dong)力轉(zhuan)移就業。落實(shi)更加積極的(de)就(jiu)業(ye)(ye)(ye)政(zheng)策,加強就(jiu)業(ye)(ye)(ye)服務和(he)職業(ye)(ye)(ye)技(ji)能培訓,促(cu)進(jin)農(nong)村勞動(dong)力(li)多(duo)渠道轉移(yi)(yi)就(jiu)業(ye)(ye)(ye)和(he)增收。發(fa)展(zhan)(zhan)壯大縣域經濟(ji),引(yin)導(dao)產業(ye)(ye)(ye)有序梯度(du)轉移(yi)(yi),支持(chi)適(shi)宜產業(ye)(ye)(ye)向(xiang)小城(cheng)鎮(zhen)集聚發(fa)展(zhan)(zhan),扶持(chi)發(fa)展(zhan)(zhan)吸納就(jiu)業(ye)(ye)(ye)能力(li)強的(de)鄉(xiang)村企(qi)業(ye)(ye)(ye),支持(chi)企(qi)業(ye)(ye)(ye)在鄉(xiang)村興辦生產車間、就(jiu)業(ye)(ye)(ye)基地,增加農(nong)民就(jiu)地就(jiu)近就(jiu)業(ye)(ye)(ye)崗位。穩(wen)定農(nong)民工就(jiu)業(ye)(ye)(ye),保障工資及時(shi)足(zu)額發(fa)放。加快農(nong)業(ye)(ye)(ye)轉移(yi)(yi)人(ren)口市民化,推進(jin)城(cheng)鎮(zhen)基本(ben)公共(gong)服務常住(zhu)人(ren)口全覆蓋(gai)。

  

(六)支持鄉村創(chuang)新創(chuang)業。鼓(gu)勵(li)外出農民工、高校畢業(ye)生、退伍軍人(ren)、城市各類(lei)人(ren)才返鄉(xiang)下鄉(xiang)創(chuang)(chuang)新創(chuang)(chuang)業(ye),支持建(jian)立多種形式的創(chuang)(chuang)業(ye)支撐服務(wu)平臺(tai),完善鄉(xiang)村創(chuang)(chuang)新創(chuang)(chuang)業(ye)支持服務(wu)體系。落實好減稅降費政策,鼓(gu)勵(li)地(di)方設(she)立鄉(xiang)村就(jiu)業(ye)創(chuang)(chuang)業(ye)引導基金,加快解決(jue)用地(di)、信貸等困難。加強創(chuang)(chuang)新創(chuang)(chuang)業(ye)孵化平臺(tai)建(jian)設(she),支持創(chuang)(chuang)建(jian)一批返鄉(xiang)創(chuang)(chuang)業(ye)園,支持發展小微(wei)企業(ye)。

五、全面深化農村改革,激發鄉村發展活力

(一)鞏固(gu)和(he)完善農村基本(ben)經營(ying)制度。堅持家(jia)庭經(jing)(jing)營(ying)基(ji)礎性地位,賦予(yu)雙層(ceng)經(jing)(jing)營(ying)體(ti)(ti)制(zhi)(zhi)新的(de)內涵。突出抓好(hao)家(jia)庭農(nong)場和(he)農(nong)民(min)(min)(min)合作社兩類(lei)新型農(nong)業經(jing)(jing)營(ying)主體(ti)(ti),啟動(dong)家(jia)庭農(nong)場培育(yu)計劃,開(kai)展農(nong)民(min)(min)(min)合作社規范提升行動(dong),深入推進示范合作社建設,建立健全支持家(jia)庭農(nong)場、農(nong)民(min)(min)(min)合作社發展的(de)政(zheng)策體(ti)(ti)系和(he)管理制(zhi)(zhi)度。落(luo)實扶持小(xiao)農(nong)戶和(he)現代農(nong)業發展有(you)機(ji)銜接的(de)政(zheng)策,完善“農戶(hu)+合作社(she)”、“農(nong)戶+公司”利益聯結機(ji)制(zhi)(zhi)。加快培育各類(lei)社會化服務組織,為一(yi)家一(yi)戶提供全(quan)程(cheng)社會化服務。加快出(chu)臺完善(shan)草原承包經營制(zhi)(zhi)度的意見。加快推(tui)進農業(ye)水(shui)價綜合改革,健全(quan)節(jie)水(shui)激勵機(ji)制(zhi)(zhi)。繼續深化供銷(xiao)合作(zuo)社綜合改革,制(zhi)(zhi)定供銷(xiao)合作(zuo)社條(tiao)例(li)。深化集(ji)體林權制(zhi)(zhi)度和國有林區林場(chang)改革。大力推(tui)進農墾墾區集(ji)團化、農場(chang)企(qi)業(ye)化改革。

  

(二(er))深(shen)化農村土地制度(du)改(gai)革(ge)。保持農村土地承包關系穩定并(bing)長久不變,研究(jiu)出(chu)臺配(pei)套政策,指導各地明(ming)確第二輪土地承包到期(qi)后延包的具體辦(ban)法,確保政策銜(xian)接(jie)平穩過(guo)渡(du)。完(wan)善落實集體所有權、穩定農戶(hu)承包權、放活土地經營權的法律法規和政策體系。在基本完(wan)成承包地確權登記頒(ban)證工作基礎上,開展“回頭看”,做好收(shou)尾工(gong)作(zuo),妥(tuo)善化(hua)(hua)解遺(yi)留(liu)問題,將土(tu)地(di)(di)承包(bao)(bao)經(jing)營(ying)權證書發放至農(nong)(nong)(nong)(nong)戶手中。健全土(tu)地(di)(di)流轉規(gui)范管理(li)制(zhi)(zhi)度(du),發展多種形式(shi)農(nong)(nong)(nong)(nong)業適度(du)規(gui)模經(jing)營(ying),允許(xu)承包(bao)(bao)土(tu)地(di)(di)的(de)經(jing)營(ying)權擔保(bao)融資。總結好農(nong)(nong)(nong)(nong)村(cun)土(tu)地(di)(di)制(zhi)(zhi)度(du)三(san)項改(gai)(gai)革試點經(jing)驗,鞏固(gu)改(gai)(gai)革成果。堅(jian)持(chi)農(nong)(nong)(nong)(nong)村(cun)土(tu)地(di)(di)集(ji)體(ti)(ti)所有、不搞私有化(hua)(hua),堅(jian)持(chi)農(nong)(nong)(nong)(nong)地(di)(di)農(nong)(nong)(nong)(nong)用(yong)(yong)、防止非(fei)農(nong)(nong)(nong)(nong)化(hua)(hua),堅(jian)持(chi)保(bao)障(zhang)農(nong)(nong)(nong)(nong)民(min)土(tu)地(di)(di)權益、不得以退出承包(bao)(bao)地(di)(di)和宅基地(di)(di)作(zuo)為農(nong)(nong)(nong)(nong)民(min)進城落戶條(tiao)件,進一步深化(hua)(hua)農(nong)(nong)(nong)(nong)村(cun)土(tu)地(di)(di)制(zhi)(zhi)度(du)改(gai)(gai)革。在修改(gai)(gai)相關(guan)法律的(de)基礎(chu)上,完善配套制(zhi)(zhi)度(du),全面推(tui)開農(nong)(nong)(nong)(nong)村(cun)土(tu)地(di)(di)征收(shou)制(zhi)(zhi)度(du)改(gai)(gai)革和農(nong)(nong)(nong)(nong)村(cun)集(ji)體(ti)(ti)經(jing)營(ying)性(xing)建(jian)設用(yong)(yong)地(di)(di)入市改(gai)(gai)革,加快建(jian)立城鄉統一的(de)建(jian)設用(yong)(yong)地(di)(di)市場。加快推(tui)進宅基地(di)(di)使(shi)用(yong)(yong)權確權登記頒證工(gong)作(zuo),力(li)爭2020年(nian)基本完成。穩(wen)慎推進農村(cun)(cun)宅基地(di)(di)制度改革,拓展改革試(shi)點(dian),豐富(fu)試(shi)點(dian)內(nei)容,完善(shan)制度設(she)計。抓緊制定(ding)加強農村(cun)(cun)宅基地(di)(di)管理(li)指導意見。研(yan)究起草農村(cun)(cun)宅基地(di)(di)使用(yong)(yong)(yong)(yong)條例(li)。開(kai)展閑(xian)置(zhi)宅基地(di)(di)復墾試(shi)點(dian)。允許在縣域(yu)內(nei)開(kai)展全(quan)域(yu)鄉村(cun)(cun)閑(xian)置(zhi)校舍、廠房、廢棄地(di)(di)等(deng)整(zheng)(zheng)治,盤活建(jian)設(she)用(yong)(yong)(yong)(yong)地(di)(di)重點(dian)用(yong)(yong)(yong)(yong)于(yu)支持(chi)鄉村(cun)(cun)新(xin)產業(ye)新(xin)業(ye)態和返鄉下(xia)鄉創業(ye)。嚴格(ge)農業(ye)設(she)施用(yong)(yong)(yong)(yong)地(di)(di)管理(li),滿足合理(li)需求。鞏固“大(da)棚房”問(wen)題整(zheng)(zheng)治成果。按照“取之于(yu)農,主要用(yong)(yong)(yong)(yong)之于(yu)農”的要求,調整(zheng)(zheng)完善(shan)土地(di)(di)出(chu)讓收入(ru)使用(yong)(yong)(yong)(yong)范圍(wei),提高農業(ye)農村(cun)(cun)投(tou)入(ru)比例(li),重點(dian)用(yong)(yong)(yong)(yong)于(yu)農村(cun)(cun)人居環(huan)境整(zheng)(zheng)治、村(cun)(cun)莊(zhuang)基礎設(she)施建(jian)設(she)和高標準農田建(jian)設(she)。扎實(shi)開(kai)展新(xin)增(zeng)耕地(di)(di)指標和城鄉建(jian)設(she)用(yong)(yong)(yong)(yong)地(di)(di)增(zeng)減掛(gua)鉤(gou)節余(yu)指標跨(kua)省域(yu)調劑使用(yong)(yong)(yong)(yong),調劑收益全(quan)部用(yong)(yong)(yong)(yong)于(yu)鞏固脫貧攻堅成果和支持(chi)鄉村(cun)(cun)振(zhen)興。加快修(xiu)訂土地(di)(di)管理(li)法(fa)、物權法(fa)等(deng)法(fa)律法(fa)規。

  

(三)深(shen)入推(tui)進農村(cun)集體產(chan)權制度改革。按期完(wan)成全(quan)國農(nong)(nong)(nong)村(cun)(cun)集(ji)(ji)體(ti)(ti)資(zi)產(chan)(chan)(chan)(chan)清產(chan)(chan)(chan)(chan)核(he)資(zi),加快農(nong)(nong)(nong)村(cun)(cun)集(ji)(ji)體(ti)(ti)資(zi)產(chan)(chan)(chan)(chan)監督管(guan)理平臺建設,建立健全(quan)集(ji)(ji)體(ti)(ti)資(zi)產(chan)(chan)(chan)(chan)各(ge)項管(guan)理制(zhi)(zhi)度(du)。指導農(nong)(nong)(nong)村(cun)(cun)集(ji)(ji)體(ti)(ti)經(jing)濟(ji)組(zu)織在民主協商的基礎上,做好成員身份(fen)確認,注重保護外嫁(jia)女等特(te)(te)殊人群的合(he)法權利,加快推進農(nong)(nong)(nong)村(cun)(cun)集(ji)(ji)體(ti)(ti)經(jing)營性資(zi)產(chan)(chan)(chan)(chan)股(gu)份(fen)合(he)作制(zhi)(zhi)改革,繼續擴(kuo)大試點范圍。總結推廣資(zi)源(yuan)變資(zi)產(chan)(chan)(chan)(chan)、資(zi)金變股(gu)金、農(nong)(nong)(nong)民變股(gu)東經(jing)驗。完(wan)善農(nong)(nong)(nong)村(cun)(cun)集(ji)(ji)體(ti)(ti)產(chan)(chan)(chan)(chan)權權能,積極探索集(ji)(ji)體(ti)(ti)資(zi)產(chan)(chan)(chan)(chan)股(gu)權質(zhi)押貸款辦法。研究制(zhi)(zhi)定農(nong)(nong)(nong)村(cun)(cun)集(ji)(ji)體(ti)(ti)經(jing)濟(ji)組(zu)織法。健全(quan)農(nong)(nong)(nong)村(cun)(cun)產(chan)(chan)(chan)(chan)權流轉(zhuan)交(jiao)易市場,推動農(nong)(nong)(nong)村(cun)(cun)各(ge)類產(chan)(chan)(chan)(chan)權流轉(zhuan)交(jiao)易公(gong)開規范運行。研究完(wan)善適合(he)農(nong)(nong)(nong)村(cun)(cun)集(ji)(ji)體(ti)(ti)經(jing)濟(ji)組(zu)織特(te)(te)點的稅收優惠政策(ce)。

  

(四)完善農業支(zhi)持保護制度。按照增加(jia)總量、優化存量、提高效能的(de)(de)原則,強化高質量綠色發展導向,加(jia)快構建新(xin)型(xing)農(nong)業(ye)補貼政策體系。按照適應世貿(mao)組織規則、保護農(nong)民利益(yi)、支持農(nong)業(ye)發展的(de)(de)原則,抓緊研究制定完善(shan)農(nong)業(ye)支持保護政策的(de)(de)意(yi)見。調整改進“黃箱”政(zheng)策(ce)(ce)(ce),擴(kuo)大(da)“綠箱”政(zheng)策(ce)(ce)(ce)使用(yong)范圍(wei)。按(an)照更好發揮市場(chang)機(ji)制(zhi)作用(yong)取向(xiang),完(wan)(wan)善(shan)(shan)稻谷(gu)和小麥(mai)最(zui)低收購價政(zheng)策(ce)(ce)(ce)。完(wan)(wan)善(shan)(shan)玉(yu)米和大(da)豆生(sheng)產者(zhe)補(bu)貼政(zheng)策(ce)(ce)(ce)。健全農業信貸(dai)擔保(bao)(bao)費率補(bu)助和以獎(jiang)代補(bu)機(ji)制(zhi),研究制(zhi)定擔保(bao)(bao)機(ji)構業務考核的(de)具(ju)體(ti)辦法,加快做大(da)擔保(bao)(bao)規模。按(an)照擴(kuo)面增品(pin)提(ti)標(biao)的(de)要求,完(wan)(wan)善(shan)(shan)農業保(bao)(bao)險(xian)政(zheng)策(ce)(ce)(ce)。推進稻谷(gu)、小麥(mai)、玉(yu)米完(wan)(wan)全成本保(bao)(bao)險(xian)和收入(ru)保(bao)(bao)險(xian)試點。擴(kuo)大(da)農業大(da)災保(bao)(bao)險(xian)試點和“保(bao)(bao)險(xian)+期(qi)(qi)貨(huo)”試點。探索對(dui)(dui)地方優勢特(te)色農(nong)(nong)(nong)(nong)產品保(bao)險實(shi)(shi)施以獎代補試點。打(da)通金(jin)融服務(wu)“三(san)農(nong)(nong)(nong)(nong)”各(ge)個環節,建立縣域(yu)銀(yin)(yin)(yin)行業(ye)金(jin)融機構(gou)服務(wu)“三(san)農(nong)(nong)(nong)(nong)”的激勵(li)(li)約束機制,實(shi)(shi)現普惠性涉農(nong)(nong)(nong)(nong)貸(dai)款增(zeng)(zeng)速總體高于各(ge)項(xiang)貸(dai)款平均(jun)增(zeng)(zeng)速。推動(dong)農(nong)(nong)(nong)(nong)村商業(ye)銀(yin)(yin)(yin)行、農(nong)(nong)(nong)(nong)村合作銀(yin)(yin)(yin)行、農(nong)(nong)(nong)(nong)村信(xin)用社逐步回歸本源(yuan),為(wei)本地“三(san)農(nong)(nong)(nong)(nong)”服務(wu)。研究(jiu)制定商業(ye)銀(yin)(yin)(yin)行“三(san)農(nong)(nong)(nong)(nong)”事(shi)業(ye)部績效考核和激勵(li)(li)的具(ju)體辦(ban)法。用好差別化(hua)準(zhun)備(bei)金(jin)率(lv)和差異(yi)化(hua)監管等(deng)政策,切實(shi)(shi)降低“三(san)農(nong)(nong)(nong)(nong)”信(xin)貸(dai)擔保(bao)服務(wu)門檻(jian),鼓勵(li)(li)銀(yin)(yin)(yin)行業(ye)金(jin)融機構(gou)加大對(dui)(dui)鄉村振興和脫貧攻堅中長期(qi)(qi)信(xin)貸(dai)支持力度。支持重點領域(yu)特(te)色農(nong)(nong)(nong)(nong)產品期(qi)(qi)貨(huo)期(qi)(qi)權品種(zhong)上(shang)市。

六、完善鄉村治理機制,保持(chi)農村社會(hui)和諧(xie)穩定

(三)持續(xu)推進平安鄉村建設。深入推進(jin)掃(sao)黑除惡(e)專項斗爭,嚴厲打(da)擊農村黑惡(e)勢(shi)力,杜絕“村(cun)(cun)霸”等黑惡(e)勢(shi)力對基層政權的(de)侵蝕(shi)。嚴厲打擊敵(di)對勢(shi)力、邪教(jiao)組織、非法宗教(jiao)活動向(xiang)農(nong)村(cun)(cun)地區的(de)滲透。推進紀檢監察(cha)工作向(xiang)基層延伸,堅決查(cha)處發生在農(nong)民身(shen)邊的(de)不正之風和腐敗問題。健全(quan)落實社(she)會(hui)治(zhi)安綜合治(zhi)理領導責(ze)任制。深化拓展(zhan)網格化服務(wu)管理,整合配優基層一線平(ping)安建設(she)力量,把更多(duo)資源(yuan)、服務(wu)、管理放到(dao)農(nong)村(cun)(cun)社(she)區。加強鄉村(cun)(cun)交(jiao)通、消防、公共(gong)衛生、食(shi)品(pin)藥品(pin)安全(quan)、地質災(zai)害(hai)等公共(gong)安全(quan)事件易發領域隱患排查(cha)和專(zhuan)項治(zhi)理。加快建設(she)信息(xi)化、智能化農(nong)村(cun)(cun)社(she)會(hui)治(zhi)安防控體系,繼續(xu)推進農(nong)村(cun)(cun)“雪亮工程”建設(she)。堅持(chi)發展(zhan)新時(shi)代(dai)“楓橋經(jing)驗”,完善農(nong)村(cun)(cun)矛盾糾紛排查(cha)調處化解機制,提(ti)高服務(wu)群(qun)眾、維護穩定的(de)能力和水平(ping)。

七、發揮(hui)農(nong)村(cun)黨支部(bu)戰(zhan)斗堡壘作用(yong),全面加強(qiang)農(nong)村(cun)基層組織建設

(三)強化村(cun)級組(zu)織服(fu)務功能(neng)。按照有利于村(cun)級組(zu)(zu)織建設、有利于服務群眾的原則,將適合村(cun)級組(zu)(zu)織代辦或(huo)承(cheng)接(jie)的工(gong)作事(shi)項交由村(cun)級組(zu)(zu)織,并保障必要工(gong)作條件。規范村(cun)級組(zu)(zu)織協助(zhu)政府工(gong)作事(shi)項,防止隨意增(zeng)加村(cun)級組(zu)(zu)織工(gong)作負擔。統籌鄉鎮站(zhan)所改革,強化鄉鎮為農服務體系建設,確(que)保鄉鎮有隊伍(wu)、有資源為農服務。

  

(四)完善村(cun)級組織運轉經費保障機制。健全以財(cai)政投入為(wei)主(zhu)的(de)穩定的(de)村(cun)(cun)(cun)級(ji)組織運轉經費保(bao)障制(zhi)度(du),全面落實村(cun)(cun)(cun)干(gan)部報酬(chou)待遇和村(cun)(cun)(cun)級(ji)組織辦公(gong)經費,建立正常(chang)增長機制(zhi),保(bao)障村(cun)(cun)(cun)級(ji)公(gong)共服(fu)務運行維護等其他必要(yao)支出。把發展(zhan)壯大(da)(da)村(cun)(cun)(cun)級(ji)集體經濟作(zuo)為(wei)發揮農村(cun)(cun)(cun)基層黨(dang)組織領導(dao)作(zuo)用的(de)重要(yao)舉措,加大(da)(da)政策扶持和統(tong)籌推進力度(du),因地制(zhi)宜(yi)發展(zhan)壯大(da)(da)村(cun)(cun)(cun)級(ji)集體經濟,增強村(cun)(cun)(cun)級(ji)組織自我保(bao)障和服(fu)務農民能力。 

八(ba)、加強黨對“三農(nong)”工作的領導,落實農(nong)業農(nong)村優先發展總方針

(一)強化(hua)五級書(shu)記抓鄉村振興的(de)制(zhi)度保障(zhang)。實(shi)行中央統籌(chou)、省(sheng)負總責、市縣鄉(xiang)(xiang)抓落(luo)實(shi)的(de)(de)農村(cun)(cun)工(gong)作機制(zhi),制(zhi)定落(luo)實(shi)五級(ji)書記(ji)抓鄉(xiang)(xiang)村(cun)(cun)振(zhen)興(xing)責任(ren)的(de)(de)實(shi)施(shi)細則,嚴(yan)格督查考核。加強鄉(xiang)(xiang)村(cun)(cun)振(zhen)興(xing)統計監測工(gong)作。2019年各省(自治區、直轄(xia)市(shi))黨委要(yao)結合本地實(shi)際(ji),出臺(tai)市(shi)縣黨政領導(dao)(dao)班子和領導(dao)(dao)干部推(tui)進鄉村(cun)振興(xing)戰略的實(shi)績(ji)考核意見,并(bing)加(jia)強(qiang)考核結果應(ying)用(yong)。各地區各部門要(yao)抓緊梳理全面建成小(xiao)康社會必須完成的硬任(ren)務,強(qiang)化(hua)工作舉措,確保2020年圓滿完成各項(xiang)任(ren)務。

  

(二)牢固樹(shu)立農業農村優(you)先發(fa)展政策導(dao)向。各級黨委和政府必須(xu)把落(luo)實“四個優(you)(you)先(xian)(xian)(xian)”的(de)(de)要(yao)求作(zuo)為做(zuo)好“三(san)(san)農(nong)(nong)”工(gong)作(zuo)的(de)(de)頭等大事(shi),扛在肩上、抓在手(shou)上,同政績考核聯系到(dao)一(yi)起(qi),層(ceng)層(ceng)落實(shi)責任。優(you)(you)先(xian)(xian)(xian)考慮(lv)“三(san)(san)農(nong)(nong)”干部(bu)配(pei)備,把優(you)(you)秀干部(bu)充實(shi)到(dao)“三(san)(san)農(nong)(nong)”戰線,把精銳力量充實(shi)到(dao)基(ji)層(ceng)一(yi)線,注重選拔(ba)熟悉“三(san)(san)農(nong)(nong)”工(gong)作(zuo)的(de)(de)干部(bu)充實(shi)地(di)(di)方各(ge)級黨政班子。優(you)(you)先(xian)(xian)(xian)滿足“三(san)(san)農(nong)(nong)”發(fa)展要(yao)素(su)(su)配(pei)置,堅決(jue)破除妨礙城(cheng)鄉(xiang)要(yao)素(su)(su)自由流(liu)(liu)動、平等交換(huan)的(de)(de)體(ti)制機制壁壘,改變(bian)(bian)農(nong)(nong)村要(yao)素(su)(su)單向(xiang)(xiang)流(liu)(liu)出格局,推動資(zi)源要(yao)素(su)(su)向(xiang)(xiang)農(nong)(nong)村流(liu)(liu)動。優(you)(you)先(xian)(xian)(xian)保障“三(san)(san)農(nong)(nong)”資(zi)金(jin)投入,堅持把農(nong)(nong)業(ye)農(nong)(nong)村作(zuo)為財(cai)政優(you)(you)先(xian)(xian)(xian)保障領(ling)域和金(jin)融(rong)優(you)(you)先(xian)(xian)(xian)服(fu)務領(ling)域,公共(gong)財(cai)政更大力度向(xiang)(xiang)“三(san)(san)農(nong)(nong)”傾斜,縣域新增貸款(kuan)主要(yao)用(yong)于支持鄉(xiang)村振興。地(di)(di)方政府債券資(zi)金(jin)要(yao)安(an)排(pai)一(yi)定比例用(yong)于支持農(nong)(nong)村人居環(huan)境整治、村莊基(ji)礎設(she)施建設(she)等重點領(ling)域。優(you)(you)先(xian)(xian)(xian)安(an)排(pai)農(nong)(nong)村公共(gong)服(fu)務,推進(jin)城(cheng)鄉(xiang)基(ji)本公共(gong)服(fu)務標準統一(yi)、制度并軌,實(shi)現從形式(shi)上的(de)(de)普惠向(xiang)(xiang)實(shi)質上的(de)(de)公平轉變(bian)(bian)。完善落實(shi)農(nong)(nong)業(ye)農(nong)(nong)村優(you)(you)先(xian)(xian)(xian)發(fa)展的(de)(de)頂層(ceng)設(she)計,抓緊研究出臺指導(dao)意見和具體(ti)實(shi)施辦法(fa)。

  

(三)培養懂農業、愛農村、愛農民的(de)“三農”工(gong)作隊伍。建立“三(san)農(nong)”工作(zuo)干部隊伍培(pei)養(yang)、配備、管理、使(shi)用機制(zhi),落實關愛激勵政策。引導(dao)教育(yu)“三(san)農(nong)”干部大(da)興調(diao)查研究之風,倡導(dao)求(qiu)真(zhen)務實精神,密(mi)切與(yu)群(qun)眾聯系(xi),加(jia)(jia)深(shen)對農(nong)民(min)感情。堅決(jue)糾(jiu)正脫(tuo)貧攻堅和(he)鄉(xiang)村(cun)振興工作(zuo)中的(de)形式主義、官僚主義,清(qing)理規范各類檢查評比、考核督導(dao)事(shi)(shi)項,切實解決(jue)基層疲(pi)于迎評迎檢問題,讓(rang)基層干部把(ba)精力集中到為(wei)群(qun)眾辦實事(shi)(shi)辦好事(shi)(shi)上來。把(ba)鄉(xiang)村(cun)人才(cai)(cai)(cai)(cai)納入各級(ji)人才(cai)(cai)(cai)(cai)培(pei)養(yang)計(ji)劃予(yu)以重點支持(chi)。建立縣域(yu)人才(cai)(cai)(cai)(cai)統籌使(shi)用制(zhi)度(du)(du)和(he)鄉(xiang)村(cun)人才(cai)(cai)(cai)(cai)定(ding)(ding)向(xiang)委托(tuo)培(pei)養(yang)制(zhi)度(du)(du),探索通過崗編適度(du)(du)分(fen)離(li)、在崗學歷教育(yu)、創新(xin)(xin)職(zhi)稱評定(ding)(ding)等多種方式,引導(dao)各類人才(cai)(cai)(cai)(cai)投身(shen)鄉(xiang)村(cun)振興。對作(zuo)出突出貢獻的(de)各類人才(cai)(cai)(cai)(cai)給予(yu)表(biao)彰和(he)獎勵。實施新(xin)(xin)型職(zhi)業農(nong)民(min)培(pei)育(yu)工程(cheng)。大(da)力發展面向(xiang)鄉(xiang)村(cun)需求(qiu)的(de)職(zhi)業教育(yu),加(jia)(jia)強高(gao)等學校涉農(nong)專業建設。抓緊出臺(tai)培(pei)養(yang)懂農(nong)業、愛農(nong)村(cun)、愛農(nong)民(min)“三(san)農(nong)”工作(zuo)隊伍的(de)政策意見。

  

(四)發揮(hui)好農(nong)民(min)主體作(zuo)用。加強(qiang)(qiang)制度(du)建設(she)、政策激(ji)勵、教育引導,把發動群眾、組織(zhi)群眾、服務群眾貫穿鄉(xiang)村(cun)振興全過程(cheng),充分尊重(zhong)農(nong)民意愿,弘揚自力更生、艱苦奮斗精神,激(ji)發和調(diao)動農(nong)民群眾積(ji)極(ji)性主(zhu)動性。發揮(hui)政府投資(zi)的帶動作用,通過民辦公(gong)助、籌資(zi)籌勞(lao)、以獎代(dai)補、以工代(dai)賑等形式(shi),引導和支持村(cun)集體和農(nong)民自主(zhu)組織(zhi)實施或參與(yu)(yu)直(zhi)接受(shou)益的村(cun)莊基礎設(she)施建設(she)和農(nong)村(cun)人居環境整治(zhi)。加強(qiang)(qiang)籌資(zi)籌勞(lao)使用監管,防止增(zeng)加農(nong)民負擔。出臺村(cun)莊建設(she)項目簡(jian)易(yi)審批辦法,規(gui)范(fan)和縮小(xiao)招投標(biao)適(shi)用范(fan)圍,讓農(nong)民更多(duo)參與(yu)(yu)并從中(zhong)獲益。

  

當前,做好“三農(nong)”工作意義(yi)重大、任務艱(jian)巨、要求迫切,除上述8個方(fang)面工(gong)作(zuo)之外,黨中(zhong)央、國務院部署的其他各項工(gong)作(zuo)必須久(jiu)(jiu)久(jiu)(jiu)為功(gong)、狠抓落實、務求實效。
